Overview
This position is for a Global Trade Advisor within the International Trade Administration at the Department of Commerce.

Key Responsibilities
As a Global Trade Advisor, your role will encompass the following tasks:
  • Conducting comprehensive market analysis and distributing trade-related information and resources pertaining to government offerings to U.S. enterprises and partners.
  • Independently evaluating the World Trade Organization (WTO) General Agreement on Trade in Services alongside U.S. regional and bilateral trade agreements to assess the compliance of foreign governments with the obligations outlined in these agreements.
  • Formulating strategies aimed at enhancing market access and addressing trade obstacles through diligent research and collaboration with governmental bodies and pertinent stakeholders.
  • Examining intricate trade matters, policy stances, or negotiation tactics, effectively conveying these issues, and proposing policy recommendations to peers and senior officials.

Note:
The aforementioned primary responsibilities are indicative of the full performance level, GS-13.
This Job Opportunity Announcement may also be utilized to fill other Global Trade Advisor GS-13 roles within the Department of Commerce in the same geographical area, provided the same qualifications and specialized experience are met.

Qualifications
Qualification requirements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which outlines federal qualification standards.

Specialized Experience Requirements:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is defined as experience that has equipped the applicant with the necessary competencies, knowledge, skills, and abilities to successfully perform the duties of the position. This experience may include both paid and unpaid work, including volunteer roles through National Service programs and other organizations.

To qualify at the GS-12 level:
SPECIALIZED EXPERIENCE:
Applicants must have one full year (52 weeks) of specialized experience equivalent to the GS-11 level in the Federal service.
Specialized experience is defined as:
  • Analyzing trade issues and summarizing findings.
  • Assisting in the coordination and planning of activities aimed at promoting the removal of U.S. trade barriers.
  • Disseminating information regarding at least one of the following: international trade agreements, negotiations, compliance, or related trade policy and investment issues.

To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE:
Applicants must have one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service.
Specialized experience is defined as:
  • Analyzing U.S. trade barriers, summarizing findings, and making recommendations as a subject matter expert.
  • Coordinating programs and/or policies that promote U.S. services exports.
  • Disseminating information regarding any two of the following: international trade agreements, negotiations, compliance, or related trade policy and investment issues.
