Summary
As a vital member of our team, you will play a key role in providing technical guidance to local installation information technology (IT) users regarding policies and strategic planning related to IT systems.

Responsibilities

- Serve as a policy and planning consultant to functional users of information technology.

- Participate in meetings and deliver presentations.

Qualifications
To qualify, candidates must meet the criteria outlined in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, specifically for the Information Technology (IT) Management Series, GS-2210 (Alternate A).

EDUCATION:
Possess a Ph.D. or equivalent Doctoral degree, or have completed 3 full years of progressively higher-level graduate education leading to such a degree in fields such as computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. Alternatively, a degree that includes a minimum of 24 semester hours in the aforementioned fields is acceptable.

OR EXPERIENCE:
Applicants must demonstrate IT-related experience showcasing the following competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. Additionally, candidates should have at least one year of specialized experience at the GS-09 level or equivalent in other pay systems.

Examples of specialized experience include:
- Applying a broad spectrum of IT principles, concepts, methods, advancements, policies, design, development, testing, and applications to evaluate the organization's IT business needs.
- Conducting feasibility studies and cost analysis reviews, formulating investment plans, and advising on optimal courses of action along with viable alternatives.
- Implementing organizational acquisition requirements, budgetary techniques, and financial assessments to identify needs and suggest adjustments to IT funding priorities.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):
Your qualifications will be assessed based on your expertise in the following areas:
- Comprehensive knowledge of IT principles, concepts, and methodologies.
- Understanding of the organization's policy and planning processes, including its missions and objectives, to formulate IT policies and plans.
- Familiarity with budgetary processes, cost-benefit analysis techniques, and performance data analysis to prepare budget recommendations supporting IT requirements.
- Proficiency in systems architecture, integration techniques, and testing methodologies.
- Capability to analyze the complexities of existing technology, revise and develop policies, initiate enhancement plans, and provide management with detailed technical and cost analysis information through written documentation and oral presentations.
- Ability to stay informed about technological advancements and predict how management can address future requirements.

PART-TIME OR UNPAID EXPERIENCE:
Credit will be granted for relevant unpaid or part-time work. It is essential to clearly outline the duties and responsibilities for each position held, along with the total number of hours worked per week.

VOLUNTEER WORK EXPERIENCE:
This includes both paid and unpaid experience, encompassing volunteer work conducted through National Service Programs and other organizations. Volunteer work contributes to the development of critical competencies, knowledge, and skills that can provide valuable training and experience applicable to paid employment.

Education IF USING EDUCATION TO QUALIFY:
If the position requires a specific degree or education forms the basis for qualifications, official transcripts must be submitted with the application. Verification of transcripts is required prior to appointment.

FOREIGN EDUCATION:
Education obtained from foreign institutions may be considered to meet the requirements, provided proof is submitted demonstrating that the educational credentials are equivalent to those obtained in a conventional U.S. education program.
