About the Role

We are seeking a highly skilled GIS and Data Analyst to join our Planning Department team in Chesterfield County, VA. As a key member of our team, you will be responsible for providing ArcGIS operations and support, maintaining GIS layers, and developing online maps and apps to enhance our business processes.

Key Responsibilities
  • Edit and maintain Planning Department GIS layers, including the core database.
  • Identify and create new layers necessary to improve planning department business processes.
  • Develop and maintain GIS online maps and apps to support planning department staff and customers.
  • Perform advanced technical duties, including scripting and analytical work, in support of the department's Geographical Information System.
  • Develop, test, and modify various ad-hoc and SSRS reporting, extracting system data, analyzing and organizing data, and compiling data into spreadsheets and analytical reports.
  • Collaborate with the Information Management team to deliver a broad range of responsibilities relating to the Planning Department's information systems and processes.
  • Work with the Information Management team and county's communications and media department and IT web team to design and implement Community Outreach through multi-modal avenues.
  • Promote and recommend best practices to improve automation frameworks and processes, including maintenance issues, operation requirements, disaster recovery, and security.
  • Maintain documentation for technical processes, procedures, and training materials for applications, databases, and systems.
  • Provide troubleshooting and technical support to ensure that technology adheres to system development methodology and policies, procedures, laws, and regulations.
Requirements
  • Bachelor's degree in Information Technology, Geographic Information Systems, or a related field, along with three years of experience, five preferred.
  • Two years of experience in ESRI GIS Pro and Online applications, systems analysis, and database administration in a relational database environment preferred.
  • Considerable skill and experience using GIS Pro and GIS Urban, strong understanding of computer applications, and good knowledge of geospatial concepts and spatial analysis.
  • Good knowledge of ArcGIS online, model building, and Python scripting is preferred.
  • Advanced knowledge of Microsoft Office 365 applications, strong reporting technique skills, and PowerBI experience is an addition.
  • Considerable knowledge of systems analysis and operations, including database management, process evaluation/management techniques, and principles is preferred.
  • Ability to analyze difficult business problems for potential automation solutions, knowledge of urban planning principles and development review processes is an additional qualification.
  • Ability to work effectively with a diverse range of internal and external customers, ability to communicate effectively, both orally and in writing, with both management and technical personnel.
  • Strong public engagement, logic, and innovation skills, enjoying teamwork as well as independent work as needed.
