Position Overview

Role Summary

The Director of International Student and Scholar Services acts as the Primary Designated School Official (PDSO), representing Concordia University Wisconsin-Ann Arbor (CUWAA) and collaborating with the Student and Exchange Visitor Program, which is part of the Department of Homeland Security (DHS) and the Department of State (DOS). This role leads the immigration advisory team, providing guidance to students, staff, and other stakeholders regarding federal regulations related to F and J visa holders. The Director is responsible for training staff on immigration policies and CUWAA's best practices. A deep understanding of immigration laws relevant to F and J visa categories and their implications for international students and scholars in higher education is essential. The Director conducts research on regulations and best practices to ensure compliance with DHS and DOS requirements. This position reports directly to the Assistant Vice President for International Affairs.

Key Responsibilities

  • Oversee the F-/J-1 Immigration Advisory Team - Supervise and mentor Immigration Coordinators and student assistants to ensure accurate advice on immigration procedures and regulations, maintaining immigration status. This includes Work Authorization (both on-campus and off-campus), Reduced Course Load, Leave of Absences, Transfers, Change of Status, Reinstatements, Travel, and Re-entry.
  • Act as PDSO and represent CUWAA during annual SEVP Field representative visits and audits. As PDSO, manage all I-17 updates and complete the re-certification process to uphold F-1 SEVIS certification.
  • Develop institutional policies for F-1 and J-1 international students and scholars. Lead the International Student and Scholar Services office, addressing complex immigration cases as the primary expert immigration officer, PDSO, and Responsible Officer (RO) for CUWAA.
  • Prepare and manage the budget for the Office of International Student/Scholar Services.
  • Maintain extensive knowledge of immigration regulations, including ongoing research and benchmarking best practices with peer institutions. Ensure accurate regulatory information is available on the department portal.
  • Lead the J-1 Exchange Visitor Program and serve as the primary Responsible Officer; provide guidance to international students, scholars, and CUWAA faculty/staff on federal immigration and employment regulations, resources, and cultural issues. Generate initial Form DS-2019 for incoming scholars and offer support upon their arrival. Complete the J-1 Annual report and manage the Re-designation process with the U.S. State Department every two years.
  • Educate university departments and their representatives on policies and federal regulations concerning F/J visa students.
  • Train new staff and student workers on institutional policies and federal regulations related to F/J visas.
  • Support team members in providing services to international students.
  • Demonstrate the ability to work collaboratively and effectively with others.
  • Perform additional duties as assigned.

Education & Experience Requirements

  • A Bachelor's degree in any field is required; a Master's degree is preferred.
  • A minimum of three years of professional experience advising university students is required, ideally at a four-year institution.
  • In-depth knowledge of federal regulations governing F and J visa holders is required. Must possess the ability to assess cases and provide solutions based on comprehensive knowledge of immigration laws.
  • Must be a U.S. citizen or U.S. permanent resident.
  • Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint is required.
