Primary Role

This role is accountable for overseeing (with a team as necessary) all activities related to the execution of multiple large-scale and intricate capital investment projects, which are crucial to the Company's objectives concerning Production, Networks, and/or other water resource or operational systems from initiation to completion.

Key Accountabilities

  • Overseeing and managing budgets and timelines for multiple large-scale and intricate Capital Investment Projects and programs of diverse scope. (20%)
  • Enhancing project delivery efficiency through the analysis of delivery metrics (unit costs, target costs vs. actual, etc.) and seeking more effective delivery and procurement strategies. (10%)
  • Executing assigned Capital Projects in compliance with policies and procedures outlined in the Capital Investment Management (CIM) system to fulfill asset requirements. (10%)
  • Ensuring Asset Owner satisfaction in accordance with the agreed-upon project scope. Collaborating with Operations personnel to ensure the project delivery program aligns with operational needs and coordinating with them on operational impacts related to the project delivery program. (20%)
  • Ensuring adherence to established regulatory criteria, specifications, and standards. (20%)
  • Collaborating with property groups, technical services, and other internal teams and external governmental agencies to coordinate land acquisition, easements, rights of way, permits, certificates, and other project approvals for assigned projects and programs. (20%)
Knowledge/Skills
  • Comprehensive understanding of Engineering, Project Management, and construction management practices related to planning, design, construction, and operations for water resource facilities, engineering, utility economics, and contract administration.
  • Solid working knowledge of regulatory developments, new technologies, and current trends in water quality, treatment, developer services, and other related water resource management disciplines.
  • Familiarity with applicable state and federal regulations.
  • Understanding of company procedures, policies, and operations.
  • Knowledge of employee relations, applicable safety and environmental regulations, and federal and state water quality and design regulations and technical standards.
  • Strong project management capabilities (e.g., planning, organizing, directing, monitoring, and reporting of project activities).
  • Ability to effectively interact with colleagues, governmental agencies, consultants, and the general public.
  • Project planning skills, along with strong verbal and written communication abilities (e.g., presentation, listening, report writing).
  • Excellent interpersonal skills (tact/diplomacy, persuasion, cooperation, and the ability to motivate others).
  • Proficiency in computer applications.
  • Competent in using word processing, spreadsheet, flow-charting, and project scheduling software.
  • Financial analysis skills, including budget management and basic accounting knowledge.
Experience/Education
  • At least 10 years of experience in delivering major water resources projects.
  • Bachelor's Degree in Engineering, Construction Management, or a related field.
  • Advanced management or technical degree is preferred.
Certifications & Licenses
  • Professional Engineer License (PE) and/or Construction Management certifications are preferred.
Work Environment
  • Primarily office-based with occasional field visits.
