Construction Inspector

Under general supervision, the Construction Inspector will inspect construction work sites to ensure compliance with plans, specifications, contracts, agreements, safety regulations, and City, state and federal construction standards and regulatory requirements. The incumbent will also provide assistance in maintaining computer databases.
Primary Duties and Responsibilities- Reviews and Inspects Plans and Specifications
The Construction Inspector will review plans and specifications of construction projects and attend preconstruction meetings as required. They will inspect projects for compliance with plans, specifications, and federal, state and City standards.
Performs Field InspectionsThe Construction Inspector will perform field inspections to evaluate the work performed and materials used. They will verify the quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates and applicable codes and regulations.
Inspects Soil, Concrete, Asphalt, and Reinforcing SteelThe Construction Inspector will inspect soil, concrete, asphalt, reinforcing steel and excavations within the City right-of-way.
Performs Field TestsThe Construction Inspector will perform field tests on construction materials for compliance with technical specifications.
Interprets and Explains Technical SpecificationsThe Construction Inspector will interpret and explain technical specifications, city codes, and federal and state regulations.
Notes Deficiencies and DeviationsThe Construction Inspector will note deficiencies and deviations from plans and refer serious problems and disagreements in interpretation to the City Engineer.
Maintains Inspection Records and FilesThe Construction Inspector will maintain and update inspection records and files, including paper and electronic data. They will also update geographic information system (GIS) databases for special projects.
Attends Final Project Walkthrough MeetingsThe Construction Inspector will attend final project walkthrough meetings to review data and answer questions as needed.
Provides Technical Information and AssistanceThe Construction Inspector will respond to requests for information and provide technical information to City staff as authorized. They will also provide assistance to the public within the scope of their authority.
Recognizes and Reports Unsafe Acts and ConditionsThe Construction Inspector will recognize, avoid, and report unsafe acts, conditions, accidents and injuries.
Attends Public Hearings and MeetingsThe Construction Inspector will attend public hearings and meetings as required.
Education, Experience, Licenses and CertificationsThe City of New Braunfels requires the following qualifications:
- Education and Experience
A high school diploma or GED and five (5) years of experience in building trades, construction or inspections, or an equivalent combination of education and experience.
Required Licenses or CertificationsA valid Texas Driver's License.
Knowledge, Skills and Other RequirementsThe Construction Inspector will possess the following knowledge, skills and other requirements:

The Construction Inspector will have knowledge of City policies and procedures.
Federal, State, and City Codes and RegulationsThe Construction Inspector will have knowledge of federal, state, and City codes, regulations and ordinances governing construction activities.
Materials, Methods and TechniquesThe Construction Inspector will have knowledge of materials, methods and techniques used in street and drainage construction, maintenance and repair operations.
Construction Practices and SpecificationsThe Construction Inspector will have knowledge of construction practices, specifications, methods, terminology and codes.
Construction Site Inspection TechniquesThe Construction Inspector will have knowledge of construction site inspection techniques, material specifications, and testing procedures.
American Society for Testing and Materials (ASTM) and Other StandardsThe Construction Inspector will have knowledge of ASTM, American Concrete Institute (ACI), Manual on Uniform Traffic Control Devices (MUTCD), American Association of State Highway and Transportation Officials (AASHTO) and Storm Water Pollution Prevention Plan (SWPPP) standards, protocols, specifications and guidelines for public works construction.
Occupational Safety and Health Administration (OSHA) Safety Rules and RegulationsThe Construction Inspector will have knowledge of OSHA safety rules and regulations, and safety standards in hazardous traffic environments.
Required SkillsThe Construction Inspector will possess the following skills:
- Interpreting and Applying Construction Standards and Procedures
The Construction Inspector will be able to interpret and apply construction standards and procedures, applicable Federal rules and regulations, and City ordinances and codes.
Determining Quality of Materials and WorkmanshipThe Construction Inspector will be able to determine the quality of materials and workmanship through inspection and use of technical tools and equipment.
Detecting and Locating Faulty Materials and WorkmanshipThe Construction Inspector will be able to detect and locate faulty materials and workmanship, and suggest appropriate remedies.
Reading and Interpreting Plans and SpecificationsThe Construction Inspector will be able to read and interpret plans and specifications.
Promoting and Enforcing Safe Work PracticesThe Construction Inspector will be able to promote and enforce safe work practices.
Assessing and Prioritizing Multiple Tasks and ProjectsThe Construction Inspector will be able to assess and prioritize multiple tasks and projects.
Establishing and Maintaining Cooperative Working RelationshipsThe Construction Inspector will be able to establish and maintain cooperative working relationships with City employees, construction developers and contractors and representatives from other local, state and federal agencies.
Operating a Personal ComputerThe Construction Inspector will be able to operate a personal computer utilizing a variety of business software.
Physical Demands and Work EnvironmentThe Construction Inspector will work in a standard office environment and outdoors at construction sites. They will be required to sit, stand, bend and walk over uneven terrain for extended periods of time, and safely lift and carry objects up to forty (40) pounds. They may be required to work immediately before, during or after an emergency or disaster.
