Job Summary

Under general supervision, the Construction Inspector will inspect construction work sites to ensure compliance with plans, specifications, contracts, agreements, safety regulations, and City, state and federal construction standards and regulatory requirements. The incumbent will also provide assistance in maintaining computer databases.

Primary Duties and Responsibilities
  • Reviews and Inspects Plans and Specifications

The Construction Inspector will review plans and specifications of construction projects and attend preconstruction meetings as required. This will ensure that all projects are in compliance with City, state and federal standards.

Inspects Construction Sites

The Construction Inspector will inspect projects for compliance with plans, specifications, and federal, state and City standards. This will include evaluating the work performed and materials used, verifying quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates and applicable codes and regulations.

Performs Field Inspections and Tests

The Construction Inspector will perform field inspections to evaluate the work performed and materials used. This will include performing field tests on construction materials for compliance with technical specifications.

Interprets and Explains Technical Specifications

The Construction Inspector will interpret and explain technical specifications, City codes, and federal and state regulations to construction developers and contractors.

Maintains Inspection Records and Files

The Construction Inspector will maintain and update inspection records and files, including paper and electronic data. This will also include updating geographic information system (GIS) databases for special projects.

Attends Meetings and Provides Technical Information

The Construction Inspector will attend final project walkthrough meetings to review data and answer questions as needed. They will also respond to requests for information and provide technical information to City staff as authorized.

Recognizes and Reports Unsafe Acts and Conditions

The Construction Inspector will recognize, avoid, and report unsafe acts, conditions, accidents and injuries.

Attends Public Hearings and Meetings

The Construction Inspector will attend public hearings and meetings as required.

Education, Experience, Licenses and Certifications

The City of New Braunfels requires the following qualifications for the Construction Inspector position:

  • Education and Experience

A high school diploma or GED and five (5) years of experience in building trades, construction or inspections, or an equivalent combination of education and experience.

Required Licenses or Certifications

A valid Texas Driver's License.

Knowledge, Skills and Other Requirements

The Construction Inspector will possess the following knowledge, skills and other requirements:

The Construction Inspector will have knowledge of City policies and procedures.

Federal, State and City Codes and Regulations

The Construction Inspector will have knowledge of federal, state and City codes, regulations and ordinances governing construction activities.

Materials, Methods and Techniques

The Construction Inspector will have knowledge of materials, methods and techniques used in street and drainage construction, maintenance and repair operations.

Construction Practices and Specifications

The Construction Inspector will have knowledge of construction practices, specifications, methods, terminology and codes.

Construction Site Inspection Techniques

The Construction Inspector will have knowledge of construction site inspection techniques, material specifications, and testing procedures.

American Society for Testing and Materials (ASTM) and Other Standards

The Construction Inspector will have knowledge of ASTM, American Concrete Institute (ACI), Manual on Uniform Traffic Control Devices (MUTCD), American Association of State Highway and Transportation Officials (AASHTO) and Storm Water Pollution Prevention Plan (SWPPP) standards, protocols, specifications and guidelines for public works construction.

Occupational Safety and Health Administration (OSHA) Safety Rules and Regulations

The Construction Inspector will have knowledge of OSHA safety rules and regulations, and safety standards in hazardous traffic environments.

Required Skills

The Construction Inspector will possess the following skills:

  • Interpreting and Applying Construction Standards and Procedures

The Construction Inspector will be able to interpret and apply construction standards and procedures, applicable Federal rules and regulations, and City ordinances and codes.

Determining Quality of Materials and Workmanship

The Construction Inspector will be able to determine quality of materials and workmanship through inspection and use of technical tools and equipment.

Detecting and Locating Faulty Materials and Workmanship

The Construction Inspector will be able to detect and locate faulty materials and workmanship, and suggest appropriate remedies.

Reading and Interpreting Plans and Specifications

The Construction Inspector will be able to read and interpret plans, schematics and specifications.

Promoting and Enforcing Safe Work Practices

The Construction Inspector will be able to promote and enforce safe work practices.

Assessing and Prioritizing Multiple Tasks and Projects

The Construction Inspector will be able to assess and prioritize multiple tasks, projects and demands.

Establishing and Maintaining Cooperative Working Relationships

The Construction Inspector will be able to establish and maintain cooperative working relationships with City employees, construction developers and contractors and representatives from other local, state and federal agencies.

Operating a Personal Computer

The Construction Inspector will be able to operate a personal computer utilizing a variety of business software.

Physical Demands and Work Environment

The Construction Inspector will work in a standard office environment and outdoors at construction sites. The job will require sitting, standing, bending and walking over uneven terrain for extended periods of time, and safely lifting and carrying objects up to forty (40) pounds. The Construction Inspector may be required to work immediately before, during or after an emergency or disaster.
