About the Position

The City of Portland, OR is seeking a highly skilled Biogas Utilization Specialist III to join our team in the Bureau of Environmental Services. As a key member of our Operations Division, you will play a critical role in planning, organizing, managing, and directing the use of biogas as a fuel for on-site use or as a feedstock to the renewable natural gas (RNG) facility.

Key Responsibilities
  • Develop and implement strategies to maximize biogas utilization and revenue streams associated with biogas end products.
  • Lead and participate in efforts to build program support and participation with internal and external stakeholders.
  • Monitor, analyze, and report on energy usage and production, energy cost and revenue projection modeling, and management of energy and financial data.
  • Ensure compliance with state and federal renewable/low carbon fuel programs and biogas laws and regulations.
  • Establish and maintain effective working relationships with Bureau/Office management and staff, representatives of other public agencies, and diverse stakeholders.
Requirements
  • 5 years of demonstrated experience in municipal or industrial wastewater treatment, with an increasing level of responsibility.
  • Experience and knowledge of biogas systems, renewable energy, renewable fuel, and the carbon credit market.
  • Ability to communicate clearly, logically, and persuasively, both verbally and in writing.
  • Ability to exercise independent judgment, logical and fact-based problem-solve, and take initiative within established procedures and guidelines.
  • Professional Engineering (PE) License or Oregon DEQ Wastewater Treatment Grade III certification is desirable but not required.
