Job Summary

The Employment Services Specialist III plays a critical role in supporting job seekers in achieving their employment goals. This position conducts comprehensive assessments, develops individual employment plans, and provides case management/training services to help individuals obtain occupational skills training, on-the-job training, skills upgrading, and job readiness training.

Key Responsibilities

  • Conduct individual and group intake sessions to orient job seekers and employers to available services and provide coaching on using resources and equipment.
  • Conduct individual or group assessments to determine service needs and identify job seekers' employment potential using assessment tools and labor market information.
  • Assist job seekers in developing realistic and achievable employment goals, identifying obstacles/barriers to employment, and jointly formulating employability development plans directed at employment outcomes.
  • Refer clients to employers for possible job placement based on comparison of applicant qualifications to employer job requirements.
  • Refer clients to educational and other support service agencies to resolve obstacles to employment.
  • Develop job placement opportunities and work with eligible job seekers to obtain training from state-approved training institutions or explore other avenues for pursuing training and employment goals.
  • Monitor job seekers' progress towards completion of employability development plans and modify as necessary.

Requirements

Applicants must have education, training, and/or experience demonstrating competence in each of the following areas:

  • Two years of experience in career counseling, including assisting hard-to-serve job seekers to develop realistic and achievable employment goals, interviewing to obtain facts and explore issues, identifying obstacles or barriers to employment, and jointly formulating employability development plans directed at employment outcomes.
  • Two years of experience in presenting training courses using a variety of training methods, such as lecture, structured exercises, role-play, or group discussion, as well as the use of training materials, such as overheads, PowerPoint, handouts, or videos.
  • One year of experience in case management, including assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individual's human service needs.
  • One year of experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • One year of experience in using standard computer software programs for word processing, spreadsheets, or databases.
  • One year of experience in narrative report writing.

Conditions of Hire

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.
