Job Summary

We are seeking a highly skilled and experienced Capital Improvement Project Manager to join our team at the City of Cooper City. As a key member of our Public Works Department, you will be responsible for overseeing the planning, design, and construction of capital projects, ensuring compliance with regulatory standards and best practices.

Key Responsibilities
  • Develop and implement the City's 5-year Capital Improvement Plan, collaborating with department directors and operational sections to ensure projects meet strategic objectives, budget, and timeline.
  • Supervise and oversee the planning, development, and implementation of capital projects for water and wastewater treatment, water and wastewater system, public roadway improvements, storm water, and lighting systems.
  • Work closely with the Finance Department to develop and maintain the City's 5-year Capital Improvement Plan, including encumbrance and cash flow reports, and identify project needs, budgets, and schedules.
  • Administer grant funds awarded for capital projects, working with the Grants Administrator to provide technical requirements and ensure compliance.
  • Manage project budgets, including cost estimates, funding allocations, and financial reporting, to ensure fiscal responsibility and accountability.
  • Coordinate with internal and external personnel, regulatory agencies, and the public to ensure successful project outcomes.
Requirements
  • Bachelor's degree in Engineering required; Professional Engineer (PE) certification in Civil Engineering preferred.
  • Minimum 7 years of supervisory and managerial experience in public works, utilities, water/wastewater treatment, collection, distribution, construction, and maintenance.
  • Knowledge of water, wastewater, and storm water operations, engineering principles, and regulatory-compliant systems.
  • Ability to direct and administer a professional engineering team, mentor and develop entry-level engineers and inspectors, and effectively operate modern office technologies.
