Position Overview

JOB SUMMARY:

SAIC is seeking a Fleet Training Program Specialist to support the Commander, U.S. Fleet Forces (USFF). This role involves providing comprehensive analysis and evaluation of fleet training and readiness programs.

The selected candidate will act as a liaison for the USFF Fleet/Joint Training Directorate (N7), leveraging extensive experience in program analysis at a senior level, including supervisory roles. The specialist will be responsible for reviewing specific program data, assessing program modifications, and assisting in the creation of documentation for various high-level civilian and military stakeholders.

Key Responsibilities:

The ideal candidate will possess significant expertise in naval training events and exercises, particularly in Large Scale Exercises (LSE). Essential qualifications include:

  • Experience at Echelon III or higher staff levels with a solid understanding of U.S. Navy fleet training programs and the Optimized Fleet Response Plan (OFRP).
  • Exceptional public speaking, presentation, and time management skills.
  • A minimum of eight (8) years of relevant program analyst experience, including:
  • In-depth knowledge of U.S. Navy fleet and Joint training operations, policies, and procedures.
  • Proven ability to manage and prioritize complex projects involving multiple stakeholders.
  • Experience leading teams and cross-functional projects.
  • Expertise in engaging senior staff at the Flag Officer/Director/Manager level.
  • Conducting thorough fleet training analysis to identify gaps and training needs.

Specific Duties Include:

  • Assisting in the planning, execution, and assessment of Large Scale Exercises (LSE).
  • Providing subject matter expertise throughout the LSE exercise lifecycle.
  • Coordinating and analyzing administrative responses to various planning and execution tasks.
  • Offering recommendations to USFF N7 representatives in diverse forums and meetings.
  • Supporting exercise lifecycle events and providing expertise on planning topics.
  • Researching and developing after-action reports (AAR) and post-event analyses.

Qualifications:

REQUIRED:

  • Bachelor's degree and a Secret clearance.
  • Over 15 years of active military experience at the mid-grade to senior officer level.
  • Ten (10) years of experience in naval operations.
  • Eight (8) years of experience in training program analysis.
  • Two (2) years of experience in naval exercise planning.
  • Strong writing and verbal communication skills.

DESIRED:

  • Three (3) years of program analyst experience with a focus on exercise and training event planning.
  • Experience as an Echelon III staff action officer.
  • Comprehensive understanding of OFRP, FRTP, and FTC policies.
  • Knowledge of the Fleet Command and Control (C2) structure.
