The Idaho Department of Health and Welfare, Division of Medicaid, is actively seeking qualified candidates for the role of Medicaid Recovery Officer. This position is essential for the Financial Recovery Unit, focusing on the Estate Recovery Program. The primary objective is to reclaim accurately disbursed medical assistance funds from the estates of eligible Medicaid beneficiaries.

Successful applicants will demonstrate dependability, exceptional communication abilities, meticulous attention to detail, a high degree of professionalism, and the capacity to manage and finalize multiple responsibilities efficiently.

This role is situated within the Bureau of Financial Operations. Candidates may have the opportunity to work remotely part-time after completing the probationary period, although this option is restricted to residents of Idaho.

As a Medicaid Recovery Officer, you will independently manage a caseload and engage directly with both internal and external stakeholders through various communication channels, including email, in-person meetings, virtual conferences, and phone interactions.

KEY RESPONSIBILITIES:
  • Assess suitable collection strategies for the recovery of Medicaid funds from sources beyond private insurance.
  • Review Medicaid and third-party payment records to ascertain the extent of medical obligations.
  • Engage with obligors to encourage voluntary payment of medical debts.
  • Identify deceased Medicaid recipients over the age of 55 and any estate resources for the recovery of Medicaid funds.
  • File and pursue claims against estates.
  • Gather information from estate representatives, courts, and departmental records.
  • Evaluate cases to determine the cost-effectiveness of recovery efforts.
  • Negotiate repayment terms with obligors and collaborate with legal counsel on collection and enforcement of court orders.
  • Maintain comprehensive case records and documentation.
MINIMUM QUALIFICATIONS:

Candidates must meet all minimum qualifications listed below to be eligible for the examination for this position. Ensure your resume or work history reflects your qualifications. A one-page cover letter is highly recommended to illustrate how you meet the requirements.
  • Basic understanding of case collection management and control techniques. Typically acquired through formal training focused on identifying appropriate collection interventions.
  • Experience with legal documents for obtaining judgments, executing liens, and initiating legal actions; interviewing for sensitive information; and applying relevant laws and regulations. Typically gained through at least six months of experience in these areas.
Preferred experience, while not mandatory, may enhance your application:
  • Familiarity with legal and financial documents, and the solicitation of confidential information. Typically gained through six months of professional experience.
  • Experience with real estate transaction documents, liens, and valuations. Typically acquired through at least six months of relevant work experience.
  • Background in estate planning, probate, or elder law. Typically gained through six months of professional experience.
  • Proficiency in computerized records research across various proprietary and commercial systems. Typically acquired through six months of relevant work experience.
