Position Title: Senior Structural Engineer

Primary Purpose

The Senior Structural Engineer oversees the design process and manages professional service agreements for consultants engaged in design services for the Authority. This role includes conducting formal evaluations of consultant-prepared design documents throughout all stages of building design. The engineer will also perform regular quality assurance visits to construction sites and provide technical support as required during all project phases.

Essential Functions
  • Directs project development during the pre-design and design stages, which involves liaising with clients and consultants, providing guidance, and managing all aspects of consultant contracts, including reviewing and approving payment requests, amendments, schedule extensions, and contract closures.
  • Conducts periodic site inspections from the design phase through construction, ensuring the quality of design and construction work performed by architects, engineers, consultants, contractors, and subcontractors.
  • Oversees construction activities, including reviewing and approving change orders and conducting interim and final inspections on large and complex projects.
  • Provides Structural Engineering expertise throughout all design and construction phases.
  • Evaluates complex designs, plans, specifications, addenda, and change orders.
  • Assesses detailed architectural/engineering reports and studies.
  • Offers technical assistance and recommendations to unit staff, Project Management personnel, and client representatives.
  • Collaborates with Project Management to address project and/or program challenges.
  • Conducts independent, in-depth investigations of specific issues, including architectural/engineering analysis and recommendations.
  • Engages with regulatory agencies for interpretations and applications.
  • Meets with consultants to review and assist with their submissions.
  • Contributes to the development, compilation, and dissemination of technical data.

  • Assists in the design, development, and/or testing of computerized systems/applications.
  • Supports the preparation of internal design work and modifications, sealing documents as necessary.
  • Assists management in policy development.
  • Creates, documents, and implements procedures.
  • Evaluates, develops, and implements internal controls, overseeing their review and testing.
  • Undertakes special assignments as directed.
  • Maintains regular attendance in accordance with established attendance and leave policies.
  • Adheres to the established Information Security Policy Standards.

Physical/Mental/Visual Demands

This position requires frequent travel (three to six days per month on average), utilizing public transportation, rental vehicles, or personal vehicles. Travel may involve overnight stays at various accommodations. The role entails exposure to weather and temperature extremes, loud noises, heights (including climbing ladders and scaffolding), and other safety hazards associated with construction sites. The ability to work overtime or extended hours may be necessary.

Work Environment

The official work environment is a standard office setting, which includes the use of various office equipment such as PCs, printers, copiers, and telephones. Field equipment is required for conducting site visit observations and associated testing.

Minimum Qualifications

A Bachelor's degree is required, along with a minimum of five years of relevant engineering experience in building and/or facilities construction. An Associate's degree may be substituted with at least eight years of relevant experience. A valid driver's license is mandatory.

Preferred Qualifications

A Bachelor's degree in Engineering, with licensure and registration in NYS as a Professional Engineer; five or more years of relevant post-license engineering experience in the design and construction of higher education and/or healthcare facilities. Familiarity with construction systems (preferably Oracle Contract Manager and PMWeb, along with P6 scheduling) is preferred. A valid driver's license is required.

Essential Skills
  • Comprehensive knowledge of structural standards and codes.
  • Understanding of building construction systems, materials, and industry standards.
  • Familiarity with applicable National, State, and Local codes relevant to electrical and power systems, including Life Safety Codes and National Fire Protection Association codes.
  • Experience in reviewing construction documents and conducting constructability reviews for structural engineering designs.
  • Proven ability to work independently and exercise sound judgment.
  • Strong analytical skills.
  • Excellent oral and written communication abilities.
  • Proficiency in PC applications such as Microsoft Outlook, Excel, Access, Word, and PowerPoint.
