POSITION DUTIES

This role supports the Chief Financial Officer and Deputy Financial Officer by executing accounting functions in accordance with generally accepted accounting principles. Responsibilities include ensuring adherence to relevant regulations through the examination, analysis, and interpretation of accounting systems, records, and reports.

The incumbent will manage tasks related to cost accounting, system accounting, and federal fund accounting, alongside general accounting responsibilities such as payroll, petty cash, working fund management, credit card processing, accounts payable/receivable, and financial analysis. Additionally, this position aids in the preparation of the department's annual budget.

Key duties also encompass accounting and financial reporting for federal and state funds, ensuring compliance with federal grant regulations. The role involves maintaining the general ledger of accounting transactions, reviewing, recording, and allocating payroll transactions, and assisting with year-end accounts payables, journal entries, accrued expenditures, and encumbrances while investigating discrepancies.

Responsibilities include processing journal entries and voucher payments, recording transactions on tracking sheets, and performing various reconciliations such as bank accounts and submitting reports related to these accounts.

Monitor Grant Activity using Excel spreadsheets and Google Tracking Sheets, including awards, fund requests, and payments. Assist in processing various grants, such as Federal Financial Participation (FFP) billing to the Department of Health, and track payroll activity for both regular and contractual payrolls.


MINIMUM QUALIFICATIONS
Education:
A Bachelor's degree in Accounting from an accredited institution, including or supplemented by three credit hours in auditing.

Experience:
Two years of experience in examining, analyzing, and interpreting accounting systems, records, and reports while applying generally accepted accounting principles.

Notes:
1. Candidates may substitute a Bachelor's degree with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above.
3. Possession of a Certified Public Accountant certificate or a master's degree in accounting from an accredited institution may substitute for one year of the required experience.
4. One year of professional auditing experience may substitute for one year of the required experience.
5. U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes may substitute for the required experience and education on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to candidates with experience in state accounting/finance and those who have worked with state and federal grants.
