Position Overview: This role encompasses significant managerial responsibilities and intricate professional administrative tasks associated with the strategic planning, organization, staffing, direction, and oversight of the Public Utilities department.
Core Responsibilities: The primary focus is on the management and supervision of all Public Utilities operations, which encompass Engineering and Inspections, Capital Improvement Projects, Water Production, Water Quality, Water Distribution, Utility Maintenance, Sanitary Sewer System, and Administrative functions.
Budget Management: You will be accountable for the development and management of a comprehensive departmental budget, engaging in both short-term and long-term planning, as well as reviewing and approving technical and engineering projects. This role also involves coordinating and participating in various meetings and conferences.
Compliance and Standards: Ensuring adherence to relevant rules, regulations, policies, and procedures is crucial. This position is classified as exempt under the Fair Labor Standards Act and reports directly to the City Manager.
Essential Functions:
- Direct and manage the Public Utilities Department in alignment with the City's objectives, ensuring exceptional customer service and adherence to professional standards.
- Oversee the preparation, review, and updating of departmental budgets; monitor financial performance and approve purchasing requests.
- Establish and enforce operational policies and programs, recommending changes as necessary.
- Supervise personnel, including assigning tasks, reviewing work, and addressing employee issues.
- Conduct field inspections of all Public Utilities operation sites.
- Engage with citizens to address and resolve complaints, ensuring quality service delivery.
- Administer federal, state, and local grant funds.
- Formulate and manage the citywide Capital Improvement Program budget, including overseeing construction projects.
- Prioritize resource allocation to meet both current and future departmental needs.
- Coordinate activities with various governmental agencies at all levels.
- Review reports and documents related to departmental operations.
- Facilitate Public Utilities Commission meetings.
Minimum Qualifications:
A bachelor's degree from an accredited institution in engineering, public or business administration, or a related field is required. A minimum of ten (10) years of extensive experience in engineering operations, water and wastewater management, grant administration, and related areas is essential. A valid Florida driver's license is required, and a Professional Engineer (P.E.) designation is preferred.
Knowledge and Skills:
- In-depth knowledge of Public Utilities policies, procedures, and regulatory standards.
- Strong organizational and planning skills related to departmental responsibilities.
- Ability to communicate effectively with diverse groups and make impactful presentations.
- Proficient in exercising independent judgment in supervisory roles.
- Thorough understanding of applicable laws and regulations.
- Capacity to identify and analyze operational issues and recommend solutions.
- Ability to foster effective working relationships with colleagues and the public.
Physical Requirements: The role may require the ability to operate various office machines and exert physical effort in lifting and moving objects.
