The selected candidate will be instrumental in providing expert guidance and strategic advice to the Program Executive Office (PEO) and Project/Product Managers (PM) regarding acquisition strategies and the procurement processes associated with complex major weapon systems.

Responsibilities include managing a diverse range of contracts, from engineering and management services to research and development, ensuring compliance with various contract types including cost reimbursement, cost-plus fixed, incentive, and fixed-price contracts.

The position demands a profound understanding of procurement laws, regulations, and contracting methodologies to effectively engage in both pre-award and post-award procurement activities.

Key Responsibilities:

  • Provide expert analysis and recommendations that influence the development and execution of complex, long-term acquisition programs.
  • Coordinate with inspection, review, or audit teams to ensure compliance and efficiency.
  • Evaluate and assess ongoing procurements for high-value, long-term acquisitions.
  • Advise Project Managers on the formulation of Source Selection Evaluation Plans and criteria.
  • Participate in procurement planning meetings, offering strategic insights.

Qualifications:

To qualify for this position, candidates must demonstrate specialized experience equivalent to the NH-02 (GS-11) level in the Federal Service, which includes:

  • Drafting and developing enforceable procurement documents and acquisition requirements.
  • Preparing government pre-negotiation cost objectives and analyzing contractor proposals.
  • Reviewing government contract negotiations for hardware and services.
  • Coordinating program management actions within established timelines and budgets.

Applicants must possess the necessary credentials for Contracting Profession certification within a specified timeframe upon entry into the role. This position is part of the Army Acquisition, Logistics, and Technology Workforce.

Additional Information:

This role is a Direct Hire Authority (DHA) solicitation aimed at recruiting qualified candidates for positions within the competitive service. Direct Deposit of Pay is mandatory. Candidates may be required to submit a Confidential Financial Disclosure Report upon entry and annually thereafter.
