Job Summary

We are seeking a highly skilled Project Controls Specialist to join our team at KOMAN Holdings, LLC. As a key member of our project management team, you will be responsible for supporting subsidiary project activity on government awards and ensuring compliance with contract requirements.

Key Responsibilities
  • Monitor contract award values and subcontractor performance to ensure project success.
  • Track and analyze project schedules, progress measurement, cost estimates, and variances.
  • Verify certified payroll, pay apps, and subcontractor invoice compliance with government regulations.
  • Assist leadership in creating Annual Operating Plans (AOPs) and tracking budgets.
  • Track subcontractor contracts and change orders, ensuring accurate documentation in Vista Viewpoint.
  • Collect and input financial data into the project files, including insurance, bonding, SF1413, FSRS reporting, and certified payroll.
  • Review and validate certified payroll reports for compliance with WHD forms and classifications.
  • Communicate with project teams on government billing systems and review billings for accuracy.
  • Enter billings into Vista Viewpoint and Billing Platform, and log billings to track outstanding invoices.
  • Collect vendor invoices from project managers and ensure receipt at project sites and home office.
  • Facilitate approval and coding of invoices, and process new vendor applications.
  • Ensure lien waivers are received and create project budgets through teamwork with project managers.
  • Develop Schedule of Values billing templates and track variances and project impacts.
  • Prepare Progress Schedules (AF 3064, AF 3065) and participate in WIP meetings for budget monitoring and adjustments.
  • Monitor margin of Loss (LOS) percentage and work with project managers to obtain accurate percentages for compliance and reporting.
  • Prepare monthly billings, variances against forecast, and enter data into government systems.
  • Attend project kick-off meetings and coordinate with project teams and contracting officers on project deliverables.
  • Submit pre-construction submittals, including COI, Bonding, AF 3065, etc.
  • Monitor and request project CPARs upon completion of projects.
  • Manage substantial completion process and documentation.
  • Upload invoices in Egnyte and enter invoice logs.
  • Identify invoices over 45 days old and notify stakeholders.
Requirements
  • Bachelor's Degree in a related business field or equivalent experience.
  • 3-5 years of relevant experience, preferably in construction contracts and government contracts.
  • Previous experience with payment systems, certified payroll, and FARs, DFARs, and regulations is required.
  • NAV or Vista Viewpoint ERP experience is a plus.
  • Strong interpersonal communication skills and computer skills, including scheduling software and Microsoft Office products.
Preferred Qualifications
  • SBA experience or understanding of SBA operating requirements.
  • ANC experience or understanding of ANC structure and requirements.
