Business Analyst for Contract and Operations Financial Management

About the Role:

WTS Energy, a leading solution supplier in the international Oil, Gas and Renewable Energy industries, is seeking a Business Analyst to support its Contracts & Operations Departments. The ideal candidate will have 4+ years of experience in Construction Accounting or Finance and a strong understanding of FAR/DFAR regulations.

Job Summary:

The Business Analyst will provide critical support to multiple departments, including Senior Management, Project Management, Equipment Managers, and clients. This role involves working on multiple projects with tight deadlines, applying for general contractor/specialist licenses, maintaining historical cost databases, reviewing payroll rates, and analyzing profitability.

Detailed Responsibilities:

  • Licensing and Compliance: Apply for and maintain multiple general contractor/specialist licenses and work on prequalifications for government agencies and private clients.
  • FAR & DFAR Review: Ensure compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFAR).
  • Historical Cost Database Maintenance: Keep accurate records of costs associated with various projects and activities.
  • Equipment Rates Management: Maintain up-to-date equipment rates to ensure accurate pricing and costing.
  • Payroll Rate Review: Review and analyze payroll rates for Union, Non-Union, and Prevailing Wage employees.
  • Profitability Analysis: Conduct regular profitability analyses to identify areas for improvement.
  • ERP System Development: Develop and implement an Enterprise Resource Planning (ERP) system for the Contracts Department.
  • Contract System Maintenance: Troubleshoot and maintain Government and Private Contract Systems used by the company.
  • Rate Book Maintenance: Update and review the Equipment and Payroll Rate Book to ensure accuracy.
  • Bid Process Participation: Participate in bid processes and reviews to ensure compliance and competitiveness.
  • Contractual Legal Issues Resolution: Assist the Legal Department in resolving contractual legal issues, investigating contract-related problems, and ensuring compliance with governmental regulations.
  • Offshore Wind Division Support: Provide support to the Offshore Wind Division on prequalifications, licensing, and other contractual or accounting items.
  • Invoicing and Collections: Work with Accounting, Finance, and Project Site Management to track invoicing to clients, increasing collections and reducing outstanding receivables.
  • Small Business Reporting: Maintain SB Reporting Module on ERP, assist in transactional and vendor reviews before reporting periods, and prepare monthly and/or bi-annual reports to government clients.
  • Requests for Proposals and Equitable Adjustments: Aid in preparing Requests for Proposals and Request for Equitable Adjustments Certified Cost Packages, involving contract cost analysis, variance analysis, equipment and payroll rates, and evidence collection.
  • Budget and Variance Analysis: Analyze budgets and variances to identify areas for improvement.
  • Special Projects: Engage in special projects as required by management.

Requirements:

  • Bachelor's Degree in Accounting or Finance: A degree in Accounting or Finance is required.
  • Experience: 4+ years of experience in Construction Accounting or Finance.
  • FAR/DFAR Knowledge: Strong knowledge of FAR/DFAR regulations is essential.
  • ERP Systems: Familiarity with ERP systems functionality is required.
  • Microsoft Office and Adobe Acrobat DC: Proficiency in Microsoft Office and Adobe Acrobat DC is necessary.
  • Communication Skills: Excellent written, verbal, and communication skills are essential for this role.
  • Interpersonal Skills: Outstanding interpersonal skills are required to work effectively with colleagues and clients.
  • Organization Skills: Excellent organization skills are necessary to manage multiple tasks and deadlines.
  • Tight Deadlines: Ability to manage and execute several tasks with tight deadlines.
  • Teamwork: Ability to work in either a Team or an Independent setting, depending on project requirements.
  • Cross-Department Collaboration: Ability to work across departments to get tasks accomplished.
