Management Analyst IV and V

Job Summary
We are seeking a highly skilled Management Analyst IV or V to join our team at the Texas Medical Board. As a key member of our Strategic Initiatives and Performance Improvement section, you will perform professional organizational and policy analysis work to implement the executive team's strategic vision and plan for the agency.
Key Responsibilities
- Collects and analyzes data in areas such as workload, operational, business, and managerial practices; staff utilization; organizational structure and development; and space utilization.
- Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines.
- Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements.
- Researches historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.
- Researches new or improved business and management practices for application to agency programs or operations.
- Analyzes new or proposed legislation or regulations to determine their effect on program operations and management.
- Develops recommendations for improvement and corrective action to standardize or improve organizational systems.
- Conducts studies of employee or organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures.
- Coordinates with the Director of Accounting and Financial Reporting to prepare monthly, quarterly, semiannual, and annual reports on unit of cost per measurement data and analysis to determine agency operational efficiencies and effectiveness including analysis on trends and projections to determine future workload requirements.
- Collects data on agency fees for licensure, registration, enforcement/legal actions, and goods or services provided by the agency and coordinates with the Director of Accounting and Financial Reporting to prepare monthly, quarterly, semiannual, and annual reports on revenue collections, trends and projections.
- Works with other agency staff to review and make recommendations for updates on operational policies, processes and procedures taking into consideration the whole operational structure of the agency.
- Conduct readiness assessments for change initiatives, analyze results, and report findings to management.
- Coordinate, plan, and direct organizational studies and evaluations.
- Develop and recommend new or modify existing operational program policies, procedures, goals, and objectives.
- Develop solutions to organizational issues and concerns, develop organizational change strategies and plans, and/or conduct training for implementation of organizational solutions, strategies, and plans.
- Design, evaluate, recommend, and approve changes to forms and reports.
- Advise management on agency studies.
- Interpret historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.
- Review and evaluate new or improved business and management practices.
- Review and evaluate recommendations for improvement and corrective action to standardize or improve organizational systems.
- Prepare and review comprehensive technical records and reports that present and interpret data, identify alternatives, and make and justify recommendations.
- Oversee, plan, and direct organizational studies of work problems; ensure change initiatives meet objectives.
Management V
- In addition to the above duties.
- Oversee and provide guidance to staff on the design changes to forms and reports.
- Performs statistical analysis and quantitative research on operational and financial data collected by the agency to determine the effectiveness and efficiencies and policies, procedures and operation.
Requirements
Graduation from a standard senior high school or equivalent is required. Graduation from an accredited college or university with a bachelor's degree is required. Graduation from an accredited college or university with a bachelor's degree in business administration, finance, or communications is preferred.
Management Analyst IV: Minimum five years' experience in methods analysis, management, organizational development, project management, auditor, or methods and systems work is required. Management Analyst V: Minimum seven years' experience in methods analysis, management, organizational development, project management, auditor, or methods and systems work is required.
Experience with Microsoft Excel, Word, PowerPoint, Outlook, and Teams is required.
Professional certification in the area of organizational governance with the ability to apply tools and techniques to evaluate risks and controls, or similar, preferred. Current Project Management Professional (PMP) certification through the Project Management Institute (PMI) or ability to gain via reciprocity. Current Six Sigma certification or ability gain via reciprocity.
Working Conditions
This position is eligible for telecommuting up to three days per week, after training and subject to approval. The principal job functions are performed in a standard office environment and require:
- Regular and punctual attendance.
- May be required to work outside of normal work hours during special projects or during the Legislative Sessions.
- Frequent use of personal computer, copiers, printers, and telephones.
- Frequent sitting.
- Frequently working under deadlines, as a team member, and indirect contact with others.
- Applicants who have or can secure high-speed internet access with a minimum speed of 20MBPS download and 2 MBPS upload will be considered. If invited for an interview, the applicant will be required to provide speed confirmation from the area ISP.
