Job Summary

We are seeking a highly motivated and detail-oriented Staff Examiner to join our team at the Office of the Insurance Commissioner. As a Staff Examiner, you will be responsible for examining regulated entities for solvency and compliance with laws, statutes, or regulations in accordance with National Association of Insurance Commissioners (NAIC) accreditation standards and Agency policies.

Key Responsibilities
  • Review information, perform analyses, and obtain an understanding of the company, its processes, and key functional activities to be reviewed.
  • Identify and obtain an understanding of company processes and internal controls in place to mitigate risks.
  • Interview or confer with insurance company employees to collect information.
  • Identify and assess inherent risk in activities and write risk statements specific for the company under examination.
  • Document controls, review the design of controls, and test controls for operating effectiveness.
  • Determine residual risk. Establish/conduct detailed examination procedures.
  • Read, analyze, and examine filings, documents and other information.
  • Review contracts and agreements, identify critical features and perform test work necessary to determine compliance.
  • Assess financial condition, statement assertions, and compliance with laws, regulations, and standards.
  • Prepare special analysis of financial condition of insurance companies admitted to or applying for admission to do business in Washington State.
Requirements
  • Option 1: Six (6) years of qualifying professional experience in accounting or auditing.
  • Option 2: An associate degree in accounting, finance, economics, business administration, or related field with 24 semester or 36 quarter hours in accounting AND four (4) years of qualifying professional experience defined in option 1.
  • Option 3: A bachelor's degree in accounting, finance, economics, business administration, or related field with 24 semester or 36 quarter hours in accounting AND two (2) or more years of qualifying professional experience as defined in option 1.
  • Option 4: A master's degree in accounting, finance, economics, business administration, or related field with 24 semester or 36 quarter hours in accounting OR certification as a Washington State Certified Public Accountant (CPA) AND one (1) year of qualifying professional experience defined in option 1.
Preferred Qualifications
  • Experience with, or as a contractor for, a state insurance department working as an examiner, auditor, or financial analyst of insurance companies
  • Designation as a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE)
  • Designation as an Accredited Financial Examiner (AFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE)
  • An active, Certified Public Accountant (CPA) license granted by the Washington State Board of Accountancy, or another state with reciprocity with Washington State
  • Other insurance or information systems related designations
