THE POSITION
Under direct supervision, individuals in the role of Juvenile Correctional Counselor (Entry) are responsible for overseeing and providing guidance to youth involved in the justice system who are held in or assigned to a County facility. They will learn to uphold order and structure within their designated area daily, teach classes, offer counseling, and assist detained youth in accessing various resources and opportunities. Counselors may also be tasked with providing support, guidance, and direction in community settings. It is expected that incumbents will acquire skills for effective supervision and counseling of youth in preparation for advancement to a more experienced level.
This position serves as the introductory level within the Juvenile Correctional Counselor series.
WORKING CONDITIONS
- Must be able to operate in a controlled, at times challenging environment.
- May need to lift objects exceeding 100 pounds with assistance.
- Work occurs in a detention facility, exposing employees to communicable diseases, disruptive individuals, potentially aggressive behavior, loud noises, and other challenging conditions.
- Work hours may include weekends, holidays, irregular hours, on-call duties, and after-hours shifts.
- Learn to ensure the safety, daily care, and custody of youth within a designated area, including counseling, mediating conflicts, monitoring group dynamics, assisting in emergencies, serving meals, and managing laundry care.
- Acquire skills in crisis intervention counseling, including suicide prevention.
- Understand when and how to refer youth to behavioral health services.
- Provide general counseling and cognitive behavioral training to support or modify youth behavior, offering personal guidance to alleviate anxiety and tension.
- Facilitate Cognitive Behavioral Training (CBT) groups and implement behavioral management programs.
- Manage aggressive behavior, prepare behavior summaries, and maintain daily observations, including special incident reports.
- Plan and conduct recreational and other activities for groups of justice-involved youth of varying ages and backgrounds.
- Monitor individual and group behavior to prevent and manage conflicts, maintaining constant observation and conducting safety checks.
- Process youth during intake, orienting them to the facility and staff expectations, and instructing them in social and life skills.
- Transport youth to medical, dental, court, or other mandatory appointments as required.
- Provide emergency medical first aid treatment when necessary.
- Inspect incoming and outgoing mail, manage behavior management point totals, and issue supplies.
- Conduct drug testing of youth as needed.
- Assist in community-based program treatment, facilitating an integrated care system and supporting families.
- May be required to appear in court to provide testimony or answer questions.
Education: Completion of thirty (30) semester units from an accredited college or university, preferably in criminology, social work, psychology, sociology, or a related field.
OR
Experience: Six (6) months of relevant experience supervising groups in a detention environment.
LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS
- Must possess or be able to obtain a valid California Driver's license, Class C.
- Must have a current First Aid and Personal Safety certificate or obtain one within 60 days of appointment.
- Must have a current CPR certificate or obtain one within 60 days of appointment.
- Must complete training under Section 832 of the California Penal Code or equivalent within twelve (12) months of appointment.
- Must meet minimum standards concerning citizenship, age, character, education, and physical/mental condition as outlined in Section 1031 of the California Government Code.
- Must complete the Juvenile Counselor Core Course certified by the California Board of State and Community Corrections Standards and Training for Correctional Programs or equivalent within twelve (12) months of appointment.
- Mobility and Dexterity: Requires stooping, kneeling, reaching, standing, walking, grasping, and repetitive motion for a significant portion of the shift.
- Lifting, Carrying, Pushing and Pulling: Requires exerting up to 100 pounds of force occasionally and/or up to 10 pounds of force frequently.
- Vision: Requires close visual acuity to prepare and analyze data, view a computer terminal, and make observations.
- Hearing/Talking: Requires the ability to perceive sounds at normal speaking levels and communicate effectively.
- Must pass a physical and psychological exam as a condition of hire.
- Independent travel may be required for meetings, training, and transporting juveniles.
- Background checks may be conducted prior to appointment.
- Drug testing will be required in accordance with workplace policies.
- Must comply with child abuse reporting laws as a condition of employment.
- Some positions may require proficiency in a language other than English.
- Must demonstrate necessary knowledge and abilities within 18 months of appointment to qualify for promotion.
