Water and Sewer Operations Technician

Job Overview:
The purpose of this job description is to outline the primary responsibilities and duties of the Utility Services Worker II/CDL position.
It is important to note that the incumbent may not be required to perform all tasks listed, and additional work-related responsibilities may be assigned as necessary.
This description does not constitute a contractual agreement between the employee and DC Water. Job duties and essential functions may be modified at the discretion of management.
POSITION SUMMARY:
The Utility Services Worker II/CDL plays a crucial role as a team member, engaging in various activities to assist in the maintenance and operation of water distribution and sewer collection systems.
Key responsibilities include, but are not limited to, repairing and flushing the water distribution system, replacing and lining mains and service lines, and maintaining fire hydrants, valves, and catch basins.
Under the supervision of senior staff, the worker will conduct inspections and troubleshoot system issues.
CORE RESPONSIBILITIES:
1. Execute manual tasks to support the upkeep and repair of water distribution and sewer collection systems.
2. Daily assignments may involve investigating customer complaints, maintaining mains and service lines, flushing hydrants and water mains, and cleaning catch basins.
3. Assist in inspecting plumbing for illegal connections and meter tampering.
4. Participate in the assessment of water and sewer systems in response to leaks, service interruptions, and customer inquiries.
5. Inspect water meters for potential issues and take necessary actions as directed.
6. Perform emergency and scheduled maintenance, including shutting off mains and raising manholes.
7. Distribute notifications to customers regarding service interruptions and other relevant information.
8. Connect and disconnect water and sewer services, ensuring proper backfilling of excavated areas.
9. Operate various vehicles and equipment, including dump trucks and jet vacs, while adhering to safety protocols.
10. Assist in preventive maintenance of equipment and facilities as directed.
11. Participate in water quality sampling and analysis as required.
12. Ensure compliance with safety regulations and assist in the setup of safety equipment.
13. Utilize equipment to locate underground structures and leaks, and assist in meter reading and testing.
14. Maintain cleanliness and safety of work sites after job completion.
15. Perform additional duties as assigned by the supervisor.
SUPERVISORY ROLE:
No supervisory responsibilities are associated with this position.
KEY INTERACTIONS:
Collaborate with colleagues within the department, engage with business and property owners, and interact with the general public.
EDUCATION AND EXPERIENCE:
To qualify for this position, candidates must possess a high school diploma or GED and have at least two years of relevant experience in the maintenance and repair of water distribution or sewer collection systems.
A valid Motor Vehicle Operator's License and a Commercial Driver's License (Class B with air brakes and Tanker's N Endorsement) are required.
Skills in operating a full range of trade tools and equipment are essential, along with the ability to follow safety protocols and communicate effectively.
PHYSICAL DEMANDS:
This role requires significant physical effort, including climbing, lifting heavy objects (up to 90 pounds), and maintaining awkward positions for extended periods.
Employees may encounter exposure to varying temperatures, moisture, and air quality issues, as well as potential contact with raw sewage and chemicals.
Personal protective equipment (PPE) will be provided to ensure safety, including gloves, safety glasses, and hard hats.
Willingness to work shifts, weekends, and holidays is necessary, along with being on call as required.
