POSITION OVERVIEW
We are in search of a proactive and experienced individual to fill the role of Property Operations Manager in Simi Valley, CA. This position will report directly to the Regional Portfolio Property Supervisor.

The Property Operations Manager will be required to spend a portion of their time on-site and at an additional location within Ventura County.

IT IS MANDATORY FOR THE PROPERTY OPERATIONS MANAGER TO RESIDE ON-SITE in Simi Valley.

KEY RESPONSIBILITIES

The specific goals and objectives for this role will be established as part of the annual evaluation process. Responsibilities include, but are not limited to:

  • Overseeing daily property management operations, ensuring compliance with USDA-RD, HCD-MHP, HOME, NEF, and tax credit regulations for a 90-unit housing community serving low-income and farmworker families.
  • Managing on-site maintenance personnel and Assistant Manager, ensuring property conditions meet the expectations of owners, partners, and investors.
  • Analyzing monthly financial statements and preparing variance reports to monitor expenses and maintain the financial stability of the property.
  • Administering the application process, move-ins, move-outs, annual tax credit recertifications, and other compliance duties as per governing regulations.
  • Ensuring the property is well-maintained and addressing maintenance requests from residents promptly.
  • Submitting monthly reports to the Property Management Director in line with regulatory requirements.
  • Engaging in community-building activities with residents, including attending Resident Council meetings and occasional city meetings.
  • Enforcing company policies and procedures governing property management.
  • Handling after-hours emergency maintenance calls from residents.
  • Maintaining overall security of the property.
  • Participating in training seminars and workshops as necessary.
  • Performing additional duties as assigned by the Property Supervisor or Property Management Director.

QUALIFICATIONS

Applicants should possess the following:

  • A minimum of 3 years of experience in managing affordable housing properties.
  • Training in tax credit compliance and reporting.
  • Familiarity with Rural Development Programs is preferred.
  • Experience with tenant-based Section 8 Voucher programs and HOME Program requirements is highly desirable.
  • Proficiency in Yardi and Rent Cafe software.
  • Basic marketing skills for leasing market-rate units.
  • Competence in producing correspondence, reports, and promotional materials.
  • Knowledge of Fair Housing Laws and California Landlord-Tenant Law.
  • Effective communication skills, both verbal and written.
  • Willingness to travel for property management and community engagement training.

EDUCATION & LICENSES

High School diploma or GED equivalent is required. A valid California driver's license and proof of automobile liability insurance are also necessary.
