We are seeking a highly skilled and experienced Human Resources Manager to join our team at the City of Kyle, TX. As a key member of our HR department, you will be responsible for overseeing and managing staff and key human resources functions, including benefits administration, risk management, and civil service.
Key Responsibilities- Supervise staff by assigning work duties, planning workloads, coaching, mentoring, recognizing and disciplining staff as appropriate, providing training, conducting performance evaluations, and evaluating work progress routinely.
- Administer Civil Service in accordance with state/local rules, including coordinating with staff to ensure proper administration of open meetings and minutes, entrance and promotional exams, assessment centers, and coordinating Civil Service Hearings through the Civil Service Commission and/or a third party Hearing Examiner.
- Oversee and manage the City's Benefits and Wellness programming and administration, including working with consultants, vendors, and staff to develop and implement employee benefit programs.
- Coordinate and manage the City's drug testing program and review and analyze bids as needed to ensure contracts and renewals remain compliant and current.
- Assist with the preparation of City Council communication materials and track all benefits contracts, Certificates of Insurance, and other items related to human resources.
- Graduation from an accredited college or university with a bachelor's degree in Human Resources Management or a related field.
- A minimum of five (5) years of experience in human resources, with a demonstration of progressive responsibility in key areas, including benefits administration, risk management, and civil service.
- Human Resources Certifications (PHR and/or SHRM-CP) highly preferred.
- Previous work in a Texas municipality with Chapter 143 experience is highly preferred.
- Knowledge of quality assurance and quality improvement methodologies and tools.
- Knowledge of employment Federal, State, and Local laws.
- Knowledge of City human resources practices, policies, and procedures.
- Skill in oral and written communication, handling multiple tasks and prioritizing, using computers and related software applications, data analysis and problem solving, planning and organization, and leading organizational-wide change initiatives.
