Job Summary

The City of New York is seeking a highly skilled and experienced attorney to serve as General Counsel. The successful candidate will provide strategic and legal advice to the Commissioner and senior executive staff on all legal matters related to the agency's activities, functions, and responsibilities.

The General Counsel will oversee the performance of approximately 40 attorneys and support staff, coordinate all legal efforts with the agency's lines of services, and ensure compliance with existing federal, state, and city laws, regulations, and guidelines impacting DCAS operations.

The ideal candidate will have a strong background in law, excellent analytical, negotiation, communication, and problem-solving skills, and the ability to work independently and collaboratively. They must also have strong interpersonal skills, leadership and management skills, and experience managing other attorneys and legal staff.

Key Responsibilities:

  • Provide strategic and legal advice to the Commissioner and senior executive staff on all legal matters related to the agency's activities, functions, and responsibilities.
  • Oversee the performance of approximately 40 attorneys and support staff.
  • Coordinate all legal efforts with the agency's lines of services.
  • Ensure compliance with existing federal, state, and city laws, regulations, and guidelines impacting DCAS operations.
  • Participate in formulating and implementing agency-wide policy and procedures.
  • Partner with Human Resources to ensure compliance.
  • Render legal opinions and provide guidance to the Commissioner, senior executive staff, and managers on all legal matters.

Requirements:

  • Admission to the New York State Bar.
  • Four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar.
  • Eighteen months of which must have been in the supervision of other attorneys or in an administrative, managerial or executive capacity.

Preferred Skills:

  • Ability to work with a diverse management team and experience managing external counsel relationships.
  • Excellent analytical, negotiation, communication, and problem-solving skills.
  • Ability to work independently and collaboratively.
  • Strong interpersonal skills, leadership and management skills, and experience managing other attorneys and legal staff.
