Overview

Eligibility

Key Responsibilities
  • Support leadership in the continuous enhancement of award management protocols, ensuring these guidelines are effectively communicated and implemented throughout the agency.
  • Assist in the operational management of the office, coordinating task assignments, guiding staff in their roles, and facilitating training opportunities.
  • Possess the authority to authorize award notifications, obligations documents, amendments, and other related documents.
  • Conduct thorough reviews, oversee awards pending evaluation, and delegate tasks to senior grants management specialists, addressing any obstacles to award issuance.
  • Draft and review internal communications, collaborate on funding recommendations, respond to inquiries, and resolve policy and compliance matters with various divisions.
  • Act as a liaison with stakeholder offices to ensure grant procedures align with agency policies and regulations, maintaining a collaborative relationship with program personnel to anticipate changes in program requirements.
  • Design and implement processes to enhance operational efficiency within the office, ensuring timely completion and adherence to applicable regulations.
  • Supervise grants administrators, evaluate their performance, set performance standards, manage attendance and leave, and address employee concerns.
  • Review program guidelines for adherence to relevant legislation and NEH award management policies.
  • Ensure the accuracy and completeness of information in the agency's electronic Grants Management System (eGMS), recommending corrections as necessary.
  • Collaborate with program and information management teams to develop policies for data standardization and responsibility distribution in the grants system.
  • Provide training to staff on the grants management system and develop comprehensive procedures for all functions handled by the system.
  • Monitor the workflow of application reviews, awards, amendments, and extensions processed by grants specialists, proactively suggesting improvements to the award process.
  • Make final decisions on complex award management issues after consulting with program and grants staff.
  • Represent the office in agency-wide meetings alongside leadership.
Qualifications

To qualify for this role, candidates must demonstrate sufficient experience and/or education to fulfill the responsibilities outlined.

At the GS-14 level Candidates must possess:

1 year of specialized experience equivalent to at least the GS-13 level or equivalent experience.

Specialized experience includes direct involvement in grants management, knowledge of relevant regulations, and the ability to interact effectively with diverse groups. Candidates should be adept at identifying and proposing solutions to grants management challenges.
