Job Description

The Clinical Services Manager will oversee the provision of all Agency Early Intervention and Related Services offered to children in Oneida and Lewis counties. This includes, but is not limited to, hiring and supervision of clinical Early Intervention and Related Services staff, analyzing and evaluating reports concerning clinical information and making accurate decisions, preparing informal written and oral data for clinical use, working efficiently with professional colleagues and other professional groups, and understanding systems and working with a variety of regulatory agencies and programs. The Clinical Services Manager is responsible for the overall performance of the clinicians in the Early Intervention and Related Services programs. Responsibilities include oversight and continuous improvement in clinical quality, fiscal performance, productivity, staff development and retention, marketing and outside relationship management, and program development. Will demonstrate professional conduct to include compassion, dignity, and respect when interacting with other staff, family and individuals.

Key Responsibilities:

  • Ensure protection from abuse, neglect, mistreatment and exploitation in regard to the health, safety, comfort, and well-being for the people we support by adhering to all related policies.
  • Support the people being served with living a life that includes self-determination, choices, and promotes attainment of personal outcomes.
  • Facilitate opportunities for open communication between and among staff, families and people we support.
  • Assigns, directs, and oversees workload of clinicians
  • Maintains clinician productivity.
  • Provides feedback and discusses performance and work related problems and issues.
  • Delegates tasks to office manager and clinicians, as needed.
  • Conducts regular quality assurance tasks such as monitors and studies for both clinical and office-related functions.
  • Participates in the development, planning and execution of program policies and objectives.
  • Develops and maintains relationship with referral agencies and counties
  • Attends county/district meetings.
  • Promotes, approves, and ensures continued participation in continuing education opportunities.
  • Assists in the recruiting process by interviewing potential candidates and collaborating with Human Resources department.
  • Conducts or delegates training and orientation for new clinicians.
  • Conducts or delegates annual performance reviews for staff.
  • Plans and runs quarterly meetings.
  • Attends continuing education workshops to stay abreast on professional practices.
  • Develops/implements/monitors clinical competencies in diagnostic and treatment service delivery
  • Provides therapeutic intervention to children as needed. Reports any/all incidents/accidents to supervisor, and complete the appropriate reports in a timely manner.
  • Serve as a member of the Leadership Team or Supervisory Team as directed.
  • Develop and maintain current policies and procedures.
  • Report all incidents of federal, state and local law enforcement agencies presenting search warrants, subpoenas for information or testimony from Agency personnel or any unannounced visits to supervisor.
  • Promote and adhere to all elements of the Agency's Corporate Compliance and HIPAA policies.
  • Maintain and promote confidentiality in accordance with Agency policy.
  • Comply with all aspects of the Agency's Safety Policy.
  • Serve on Agency committees as assigned.
  • Attend meetings as dictated by your job responsibilities and/or as assigned.
  • Attend and complete all mandatory training.
  • Adhere to scheduled hours and submit completed timesheets to supervisor on time each payroll period.

Required Knowledge, Skills and Abilities:

  • Ability to work independently and function as a team member with a wide range of people.
  • Ability to work flexible schedules which may include evenings and weekends.
  • Ability to communicate effectively.
  • Thorough knowledge of community resources and how to access them; ability to work cooperatively and effectively with staff; interns, families and other groups and/or agencies.
  • Ability to prepare written and oral reports clearly and concisely; knowledge of developmental, physical and neurological disabilities.
  • Good organizational skills are needed due to the diversity of the programs. Ability to work independently. Must be a self-starter with a high energy level.
  • Must be able to maintain the motivation and respect of the individuals and staff.
  • Will need to travel to offsite locations.
  • Must be willing to work evenings and weekends as required.
  • The position requires full range of body motion including bending, kneeling, squatting, sitting, climbing, reaching, lifting and the ability to carry items up to 50 pounds with or without assistance.
  • Must have vision and hearing corrected to within normal limits.
  • Requires the ability to effectively operate an agency vehicle.
  • Demonstrates technical competency in required job responsibilities.

Education and Experience:

Any combination equivalent to education and experience that provides the required knowledge and skills.

Typical qualifications would be equivalent to:

  • Masters Degree in Occupational Therapy, Physical Therapy, Speech Language Pathology, or Special Education.
  • Clinical and supervisory experience required.
  • License/Certification: New York State Professional License (OT, PT, SLP) or NYS Permanent Certification (SPED).
