Job Description

Job Summary:

The Director of Financial Operations will assist the Finance Director in the management of financial planning, budgeting, reporting, and fiscal administration. This position will have the authority to carry out all fiscal and budgetary responsibilities in the absence of the Finance Director.

Key Responsibilities:
  • Work directly with the Finance Director in the development of budgetary planning and fiscal reports for use in the annual Workday Budget Planner/All Funds Budget process.
  • Interpret applicable UF and UF Foundation regulations and policies for fiscal management and advise the Finance Director of changes to regulations, policies, and procedures that may need to be addressed.
  • Assist in the development of internal accounting controls and financial policies.
  • Assist the Finance Director in developing, implementing, and maintaining operational procedures for college and department finance/budget related processes.
  • Oversee and/or process budget and journal transfers within college at the request of the departments or as budget plans direct with Dean's Admin.
  • Work with sub-units within Dean's Admin to develop annual division budgets and allocate anticipated costs to the appropriate fund source, ensuring fund availability or the decrease in budget requests.
  • Oversee the Self-Funded and University of Florida Online budgets, semester appointments, payments, and payroll distributions.
  • Assist the Finance Director in tracking and budget planning of all College managed scholarship fund accounts to ensure funds are available to award, ensuring all University and College policies are followed in the award process.
  • Using current UF reporting tool, run reports on Student Credit Hours and Enrollment Revenue data to be used in the dean's Instructional Productivity (IP) project.
  • Regularly review status of all college account balances, with focus on avoiding negative balances and correspondence from Finance and Accounting.
  • Request and review bimonthly department reconciliation certifications from departments, ensuring UF Fiscal Responsibility guidelines are addressed, and data sampling is performed each month.
  • Approve department requests for Equipment fees, and Material and Supply fees after review by Admin Spec III.
  • Approve requisitions, PCard charges, and invoices for Dean's Admin fiscal transactions, confirming chartfield data, business purpose, and appropriate fund use entered.
  • Perform troubleshooting on behalf of departments as needed for budget and/or fiscal issues.
  • Provide financial/reporting assistance to college departments upon request.
  • Directly supervise the Administrative Spec III position.
  • Lead meetings with office managers focused on budget and financial activities.
  • Attend and contribute to university business (budget/finance) meetings that discuss ongoing budget, fiscal, purchasing, and disbursement policies and procedures.
  • Participate in college-wide workgroups for budget/business processes such as PeopleSoft updates, Enterprise Analytics reporting, etc.
  • In the absence of the Director, represent the college at university meetings and forums to ensure dissemination of current budget/fiscal policies and procedures to college personnel.
Requirements:
  • Master's degree in an appropriate area and four years of relevant experience; or a bachelor's degree in an appropriate area and six years of relevant experience.
  • Must be able to handle the pressures of a high-volume, multi-faceted job assignment where excellent customer service, attention to detail, accuracy, and timeliness are critical.
  • Knowledge of rules and university regulations pertaining to accounting, fiscal management, and other relevant topics.
  • Experienced with financial reporting tools; UF Enterprise Analytics preferred.
  • Must have substantial expertise relevant to Excel and reporting tools.
  • Knowledge of fiscal accounting functions and processes.
  • Excellent analytical, verbal, and written communication skills.
  • Ability to prepare, present, coordinate, and monitor all funding received by the college.
  • Strong interpersonal skills and a demonstrated ability to work collaboratively.
  • Supervisory experience.
  • Ability to work independently, exercise good judgment, and work with minimal supervision.
