Job Title: Engineering Technician DCL

Join the Louisiana Department of State Civil Service as an Engineering Technician DCL and contribute to the regulation of the use, end-use, conservation, and transportation facilities for movement of intrastate natural gas.

About the Role:

This position requires a highly skilled individual to perform advanced technical inspections of jurisdictional intrastate pipelines facilities, including reviews of engineering principles as they are applied to pipeline construction, maintenance, and abandonment.

Key Responsibilities:
  • Perform onsite inspections of complex jurisdictional gas and hazardous pipeline systems.
  • Review and evaluate procedures for operations & maintenance manuals, emergency plans, and other operational procedures.
  • Review and evaluate record keeping procedures and actual records of below/above ground facilities for compliance with federal and state regulations.
  • Collect and review preliminary data required in on-site inspections; conduct quality assurance audits of data, records, and other information collected during inspections to determine accuracy, completeness, and proper documentation.
  • Complete inspection reports and recommend compliance actions for probable violations noted during inspections.
  • Attend meetings in Baton Rouge or other locations to discuss citations and regulatory requirements and as needed.
  • Provide gas pipeline or hazardous liquid pipeline owners/operators safety expertise/assistance, which may include audits of operations and maintenance procedures, emergency procedures, construction procedures, drug and alcohol program procedures to determine accuracy and completeness as required by the most current regulations.
  • Incumbents review with pipeline operators specific regulation inquiries from pipeline operators.
  • Attend staff meetings to discuss department policy and regulatory updates.
  • Assist with training of new employees and provide assistance to less experienced inspectors.
  • Keep abreast of changes to assigned operators physical facilities and operational status. Provide data and assist in the preparation of reports requested by the department, office, or other agencies; performs non-routine and other job duties, temporary or permanent, as assigned.
Requirements:
  • Possession of a high school diploma or GED plus five years of sub-professional engineering experience.
  • College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math, or physics.
  • Two years of experience inspecting Integrity Management Procedures, Control Room Management, Breakout Tanks, Liquefied Natural Gas, and/or Underground Natural Gas Storage.
