The Chief Executive Officer of the New York State Office of Cannabis Management (OCM) holds a crucial leadership position in steering the organization towards its objectives, which encompass promoting social and economic fairness, enhancing opportunities within the adult-use cannabis sector, safeguarding public health and safety, supporting licensees, generating revenue, and executing the Community Grants Reinvestment Fund. Additionally, the CEO plays a vital role in fortifying the regulatory framework governing New York's cannabis industry.

In collaboration with the Cannabis Control Board and the Cannabis Advisory Board, the CEO is accountable for the comprehensive administration, operational efficiency, and overall effectiveness of OCM.

Essential Qualifications

  • Over 15 years of professional experience, including 5-10 years in senior management roles, ideally within a governmental context related to economic development, cannabis, drug policy, social equity, or justice reform.
  • Proven experience in managing senior personnel and engaging with oversight and operational boards.
  • Expertise in financial management, strategic planning, and project oversight.
  • Strong understanding of public sector governance.

The Chief Executive Officer is appointed by the Governor, subject to Senate confirmation.

Desirable Qualifications and Skills

  • Knowledge of New York State governmental operations.
  • Understanding of cannabis legalization, cannabis policy, or the Marijuana Regulation and Taxation Act (MRTA).
  • Experience working with or within a governmental regulatory body.
  • Background in managing licensing and compliance processes.
  • Proven track record in leading organizational transformation and fostering a positive organizational culture.
  • Commitment to social equity in economic development initiatives.
  • Demonstrated leadership capabilities, problem-solving skills, and proficiency in managing complex budgets and business processes.
  • Ability to cultivate trust, collaboration, and high standards of performance among staff members.
  • Creative, enthusiastic, empathetic approach to work, with a high degree of discretion.

Compensation

$167,754-$205,000 annually.
