Proposal Pricing Specialist

RAND Corporation is seeking a skilled Proposal Pricing Specialist to join their team in Washington, DC, Pittsburgh, PA, or Santa Monica, CA. This full-time position offers a competitive salary range of $73,700 - $109,400 per year.

The successful candidate will be responsible for performing moderately complex proposal pricing and financial analyses within the Proposal Development Services (PDS) team. Reporting to the Manager - Pricing and Analysis, the Pricing Specialist will work closely with Principal Investigators to develop budgets that accurately match the proposed technical scope of work and level of effort.

This role requires expertise in cost proposal preparation, including compliance and estimating practices for the US government. The ideal candidate will have experience with developing budgets for all non-time and material (T&M) contract types, cooperative agreements, and grant types (e.g. FFP, CPFF, Grant). Strong communication and collaboration skills are essential, as well as the ability to manage multiple projects simultaneously and prioritize tasks effectively.

Key Responsibilities:

  • Lead pricing on RAND's proposal opportunities, ensuring compliant and competitive pricing and business/price volume development and review by division management.
  • Develop and vet budget justifications, ensuring alignment of budget and price volume components to the Request for Proposal (RFP) specifications.
  • Work closely with cross-functional teams to ensure alignment with overall business objectives.
  • Contribute to opportunities of $500K or more.
  • Participate in pricing color team meetings related to proposed budgets and provide alternative pricing scenarios.

Requirements:

  • 8 years of related experience; 4 years of experience with a bachelor's degree.
  • Experience with Salesforce and other technology platforms commonly used in the Professional Services Industry.
  • Limited familiarity with federal contracts and FAR (Federal Acquisition Regulations).
  • Able to maintain sensitive and confidential information.
  • Current possession of a U.S. security clearance, or the ability to obtain one.
