Job Summary

This position is responsible for providing expert-level knowledge, counsel, and direction in one or more major legal practices or aspects of the business.

Key Responsibilities
  • Consults on strategic goals; provides measurable impact into products, processes or plans that impact operational results.
  • Oversees multiple projects & cross-functional programs; problems faced have significant impact & are typically undefined; manages complex initiatives and influences others on large cross-functional issues; requires mastery level of technical/discipline knowledge.
  • Provides legal advice and leadership on complex, cross-functional provider and network-related legal matters or projects that require senior level attorney skills and experience.
  • Provides functional advice, training and guidance to professional staff and attorneys when assigned.
  • Consistently demonstrates leadership, tact, and diplomacy within the Legal Division with peers and on legal assignments/projects.
  • Exercise tact and diplomacy in day-to-day accountabilities, including interactions with corporate and legal management and in negotiations with other entities while representing and protecting the interests of HCSC.
  • Serves as an integrated team member within BCBSTX plan.
  • Establishes and maintains relationships with various operating department management through prompt and accurate legal assistance on a variety of issues.
  • Advises management on complex legal matters, ensuring compliance with federal and state laws.
  • Keeps abreast of all pertinent laws, trends, court rulings, etc., as they relate to provider or network-related matters.
  • Makes presentations within HCSC on legal, regulatory and Company policy matters.
  • Communicates and interacts effectively and professionally with co-workers, management, customers, etc.
  • Complies with HIPAA, Corporate Integrity, Compliance Program policies and other applicable corporate and departmental policies.
  • Maintains complete confidentiality of company business.
  • Maintains communication with management regarding development within areas of assigned responsibilities and performs special projects as required or requested.
Requirements
  • Law degree and license to practice law in the state where the legal department is located.
  • 10 years legal experience as an attorney with demonstrated understanding/experience of the health care or insurance field.
  • Strong verbal and written communication skills.
  • Demonstrated ability to think strategically on legal and business issues, to deliver quality and timely legal services.
  • Highly developed judgment skills and abilities.
Preferred Requirements
  • 7+ years recent legal experience with health insurance and/or health care contracting, including network participation agreements, ACO or value-based care agreements, delegation agreements and/or other complex health care contracting.
  • Knowledge of health care reimbursement models and Texas health insurance regulations.
  • Experience building positive regulator relationships and managing regulatory inquiries.

This is an opportunity for a highly qualified and motivated health care lawyer to advise HCSC on provider and network contracting issues with a focus on Texas.

HCSC is the largest customer-owned health insurer in the United States, operating through its Blue Cross and Blue Shield plans in Illinois, Montana, New Mexico, Oklahoma, and Texas.

This position will be part of the Blue Cross and Blue Shield of Texas legal team and will also provide counsel and direction to the broader enterprise as needed.

In a highly complex and evolving regulatory environment, the ideal candidate will provide sound, actionable legal advice on regulatory, business, and operational matters.

A successful candidate will serve as a partner to our business leaders in developing adaptive strategies to support HCSC's established business and to further its growth.
