SUMMARY
The Pre-Construction Manager (PCM) plays a crucial role in identifying the most effective overall expenses for executing designated projects. The PCM is responsible for overseeing multiple projects that range from moderate to high complexity, while also providing additional support on Estimator Projects. This position requires a variety of estimates, including conceptual, preliminary budgets, detailed final estimates, negotiated pricing, competitive bids, and self-perform estimates. The PCM is expected to develop strategies that optimize the estimate scope and pricing, ensuring a harmonious balance between client satisfaction, profitability, team dynamics, and logistical considerations. All team members are expected to embody the company's mission and values by delivering exceptional customer service, both internally and externally. Personal accountability, initiative, and collaboration are the cornerstones of our success.
KEY RESPONSIBILITIES
- Under the guidance of the Divisional Manager or VP overseeing the project, promptly estimate the total scope of work, which includes all specified items in the project documents as well as inferred items by:
- Maintaining effective and timely communication among the Owner, Preconstruction Department, and Project Management teams to foster trust within the project team.
- Ensuring comprehensive subcontractor bid coverage to meet the expectations of the Divisional Manager or Vice President in charge of the project.
- Evaluating and organizing bid documents for accuracy.
- Completing project takeoff.
- Managing the vetting and signing process of qualified subcontractors in accordance with the Williams Company qualification process prior to subcontract execution.
- Providing a timely and thorough turnover of the complete project estimate to the project management team.
- Maintain effective communication with each subcontractor participating in the bidding process via telephone, confirming receipt and understanding of job scopes.
- Collaborate with the Project Management team to finalize bid day estimates using Excel.
- Prepare a comprehensive Bid Day Summary sheet that includes all internal takeoff, estimates, and completed bid tabs before the final review with the project team.
- Ensure all internal costs added to a project reflect valid market rates with appropriate documentation.
- Oversee the financial processes with the Preconstruction Department and Project Management team, ensuring all financial criteria are satisfied before submitting the estimate.
- Facilitate the collection of bidding scope checklists from project bidders, which may include written scopes of work, Excel checklists, phasing plans, sample subcontracts, insurance documents, schedules, and other relevant materials.
- Compile a completed Clarifications document that specifically excludes items not included in our pricing and qualifies deviations from the bid documents.
- Proactively ensure that work products are concise, accurate, and current, confirming the correctness of amounts, dates, spelling, and other data.
- Be responsible for covering the entire project cost, ensuring no less than 0.5% variance from the final total.
- Identify and mitigate cost risks in the estimate proactively.
- Assemble final costs, including personally reviewed and confirmed pricing across each category/trade, ensuring all costs are accurately calculated to match the total bid amount.
- Coordinate and participate in constructability reviews.
- Work with the Divisional Manager to finalize pricing.
- Organize and schedule a turnover meeting that includes final project pricing, detailed documentation to convey the complete scope of work, potential subcontractor teams, contract requirements, and a breakdown of costs/fees.
- Prepare the Project Turnover form, including highlighted takeoff sheets, checklists, and other documentation to communicate the scope of work requirements, and send it to the Divisional Manager prior to the meeting.
- Assist the PM team with pre-award meetings as necessary.
- Review the subcontract 'Exhibit B' scope of work, contract price, price breakdowns, unit prices, labor rates, and document logs to ensure alignment with the estimate and subcontractor review meetings.
- Maintain an archived copy of all documents utilized in preparing the estimate.
- Exhibit a comprehensive understanding of construction budgets and pricing, with the ability to identify opportunities for enhancing profitability and negotiating costs.
- Possess a working knowledge of tax implications relevant to the project location.
- Manage internal workload by developing a schedule of projected tasks and inputting that schedule into appropriate scheduling software, keeping the DM or VP of Estimating informed.
- Complete all work within the designated timeframe once the schedule is established and accepted by the team.
- Actively promote and represent Williams Company to clients and design teams.
- Communicate clearly and promptly across the organization, taking initiative to request necessary information to meet customer expectations and internal deadlines.
- Foster healthy, professional relationships both internally and externally.
- Create a consistent, professional work product that meets or exceeds established standards.

QUALIFICATIONS
- A combination of education and experience equivalent to 10 years in construction management, engineering, architecture, or a related field.
- Expert proficiency in computer software, including Excel, Word, and Microsoft Outlook.
- Familiarity with construction management software.
- Exceptional problem-solving and mathematical skills.
- Strong understanding of blueprints, submittals, and shop drawings.
- Excellent communication skills with the ability to manage confidential information.
- Outstanding organizational abilities.
- Proven problem-solving capabilities with a solution-oriented approach.
- Demonstrated strong time management skills.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
- Regular and consistent attendance is expected as a fundamental aspect of the role.
- Employees are required to work a minimum of forty (40) hours per week or as many hours as necessary to fulfill the duties outlined above. The schedule may vary based on business needs and could involve evening hours and/or weekends.
- Employees must wear all personal protective equipment (PPE) mandated while on any Williams Company construction site, including but not limited to hard hats, hi-visibility vests, work boots, eye protection, and hearing protection.
- Frequent movement in various positions to accomplish tasks in diverse environments, including tight and confined spaces.
- Regularly remaining in a stationary position, often standing or sitting for extended periods.
- Frequently communicating with others to exchange accurate information.
- Utilizing manual dexterity, including wrists, hands, and fingers, to operate equipment and perform typing tasks.
- Consistently assessing the accuracy, neatness, and thoroughness of assigned work.
- Utilizing visual acuity to operate equipment, read technical information, and/or use a keyboard.
- Occasionally moving about to complete tasks or transitioning from one work site to another.
- Occasionally adjusting, lifting, or moving objects weighing up to 50 pounds in all directions.
- Occasionally engaging in activities such as climbing, balancing, bending, stooping, kneeling, and crawling.
