Asociación Puertorriqueños en Marcha (APM) has been dedicated to empowering families to reach their fullest potential since 1970 by offering a wide range of services including early childhood education, foster care and adoption, child welfare, mental and behavioral health, community and economic development, housing, community school services, and violence intervention programs in the North Philadelphia area.

POSITION OVERVIEW

The primary role of the Substance Abuse Program Supervisor is to oversee the Drug and Alcohol Program team under the guidance of the Program Director. This includes providing individual and group clinical supervision in line with the regulatory standards and guidelines set forth by CBH, DDAP, and OMHSAS for both licensed and unlicensed substance abuse counselors across various settings and modalities. The focus of the Drug and Alcohol Program is comprehensive, encompassing the achievement of clinical benchmarks for quality care and productivity, ensuring compliance with service delivery contracts, and facilitating ongoing professional development for staff. Responsibilities may involve establishing clinical practice policies, conducting case consultations, reviewing clinical documentation, and leading in-service training sessions, as well as managing Drug and Alcohol Program services. Direct service delivery, including individual, family, and group therapy for APM clients, may also be part of this role.

Key Responsibilities

1. Supervision

a. Conduct a minimum of one hour of individual supervision per month for each Substance Abuse Counselor (SAC).

b. Facilitate at least one hour of group supervision monthly for SACs.

c. Document all supervision sessions within 48 hours.

d. Organize case consultation meetings with the medical team and SACs, ensuring timely documentation in the Electronic Health Record (EHR).

e. Implement policies and procedures for the operation of outpatient Drug and Alcohol services in accordance with all relevant Federal, State, County, and funding requirements.

2. Case Management

a. Provide therapeutic services to a designated caseload utilizing various therapeutic modalities.

b. Oversee the SAC team and assign new clients accordingly.

c. Assist clients in applying for BHSI if they lack insurance coverage.

3. Monthly Case Load Review for SACs

a. Ensure discharges are completed after 60 days of non-receipt of counseling services.

b. Maintain up-to-date lab results for all clients (weekly/bi-weekly).

c. Develop treatment plans based on ASAM criteria.

d. Ensure all releases and relevant documentation are current.

e. Confirm that SACs maintain a manageable caseload.

f. Ensure all therapists conduct a minimum of three sessions per month with each client, or as dictated by ASAM criteria.

g. Encourage SACs to spend 70% of their work hours in the office.

h. Promote in-person service delivery.

i. Ensure all services requiring client signatures are conducted in person, with exceptions documented and discussed with the supervisor.

j. Enter diagnoses in the Credible system during the intake session.

k. Ensure all services are fully documented (including signatures) within seven days and are ready for billing.

4. Training and Development

a. Obtain a list of all mandated trainings from the Administrative Director.

b. Follow up on training requirements monthly with SACs during supervision sessions.

c. Ensure all SACs and supervisors complete required trainings prior to annual performance evaluations.

d. Ensure SACs complete a minimum of 25 hours of training each calendar year, in addition to mandatory trainings.

e. Make appropriate training recommendations for SACs.

f. Complete performance evaluations and individual training plans for all SACs by year-end.

g. Train SACs on all documentation procedures utilized at APM.

5. Billing and Documentation

a. Collect the billing cycle schedule from the Billing Supervisor.

b. Ensure all SACs submit billing sheets within 72 hours of service delivery.

c. Ensure all SACs submit timesheets before the billing deadline.

6. Documentation Review

a. Review all treatment plans, evaluations, intakes, and therapy notes for compliance and approval for billing.

b. Randomly review progress notes to ensure they align with treatment plan goals and maintain accurate records.

c. Conduct case consultations with SACs and the medical team as necessary, documenting in Credible within 48 hours.

d. Complete incident reports for CBH and APM and submit to the Director of Operations.

7. Meetings and Reporting

a. Attend weekly meetings with Directors for 1-2 hours and as needed.

b. Submit a weekly report detailing team activities during these meetings.

8. Additional Responsibilities as Assigned

REQUIRED SKILLS

  • A passion for working with the drug and alcohol population
  • Ability to provide genuine care and support while maintaining professional boundaries

  • Strong initiative and collaboration skills with community resources, agencies, hospitals, and the judicial system
  • A commitment to representing the APM Drug and Alcohol program with pride and professionalism

QUALIFICATIONS

  • A Master's degree or higher from an accredited institution in relevant fields such as medicine, chemical dependency, social work, psychology, or related disciplines
  • A minimum of two years of paid clinical experience in a health or human services agency, including at least one year in a supervisory role
  • CAC or CDAC licensed or qualified
  • Completion of ASAM training
  • Training in Motivational Interviewing
  • Bilingual proficiency in English and Spanish
  • Proficiency in DAP documentation and Microsoft Word
  • Experience in facilitating group therapy sessions
  • Familiarity with medication-managed populations
  • Excellent verbal and written communication skills
