HSE Manager Job Description

Clayton Services is seeking a highly skilled HSE Manager to lead our company-wide health, safety, and environmental initiatives. The successful candidate will be responsible for developing and implementing effective HSE programs to ensure compliance with regulations, minimize risks, and promote a culture of safety and environmental responsibility.

Key Responsibilities:
  • Develop and administer the annual HSE business plan and budget to ensure cost-effective operations.
  • Oversee HSE program effectiveness and ensure compliance with policies and procedures.
  • Participate in inspections, audits, training, and incident investigations to enhance safety performance.
  • Review risk assessments and make necessary adjustments to equipment and work methods.
  • Implement and regularly measure safety KPIs (e.g., TRIR, DART) across the company.
  • Maintain records in compliance with state and federal regulations.
  • Analyze incident causes and health hazards for management use.
  • Consult with leadership on equipment design and HSE processes.
  • Alert managers and employees about hazards in dangerous work conditions.
  • Oversee incident investigations and prepare materials for legal and insurance purposes.
  • Compile and submit required incident reports to various stakeholders.
  • Create and coordinate training programs to enhance HSE practices and safety awareness.
  • Maintain HSE documentation and records.
  • Use process control to improve HSE standards and review customer HSE compliance.
Requirements:
  • Strong knowledge and experience with OSHA, drug/alcohol testing programs, and driver safety/MVR monitoring.
  • Interpersonal relationship and leadership skills are essential.
  • Must be a self-starter with the ability to take direction from executive staff.
  • Must have exemplary knowledge and understanding of laws and regulations governing safety, compliance, and environmental requirements.
  • Must be able to travel 5% with overnight stay.
  • Must be an excellent manager committed to developing the workforce and operating safely.
  • Must be able to delegate effectively and handle multiple tasks simultaneously.
  • Ability to possess excellent reasoning and analytical abilities.
Education and Experience:
  • A Bachelor's degree in HSE, Occupational Safety Management, Safety Engineering, or a related field or equivalent experience.
  • Minimum 10 years of work experience in HSE, including 5 years of experience managing HSE professionals.
  • Health and safety experience with DOT, manufacturing, and/or services environment, and drilling rigs are preferred.
  • Bilingual in English and Spanish is preferred.
