Parking Enforcement Administrator Job Description

The City of Jacksonville, FL is seeking a highly skilled and experienced Parking Enforcement Administrator to join our team. As a key member of our Public Safety department, you will be responsible for coordinating the operations of the Disabled Parking Enforcement Program (DPEP), including issuing computerized and manual citations for non-moving traffic violations and coordinating the work of volunteers.

Key Responsibilities:
  • Coordinate recruitment and interview for volunteers engaging in parking enforcement activities.
  • Train, schedule, assign, monitor, direct, review, and evaluate the work of volunteers.
  • Collaborate with JSO Police Academy to setup new auxiliary officers training.
  • Respond to inquiries, requests, and complaints from the public, JSO, elected officials concerning parking citations, handicap placards, and parking enforcement laws.
  • Testify in court before a magistrate or other government official regarding issued parking citations and related matters.
  • Maintain database of volunteers and document volunteer disciplinary corrective actions.
  • Maintain Parking Enforcement Statutes Void and Procedure Manual for educational purposes.
  • Operate standard office equipment, including personal computers, word processing software, and computerized citation equipment.
  • Maintain inventory of materials and supplies for parking enforcement program.
  • Recommend improvements and revisions to policies and procedures.
  • Collect citations from all volunteers, review, and input data.
  • Patrol assigned areas of the City to ensure enforcement of laws, issue citations as necessary, and identify areas requiring corrective action.
  • Attend JSO roll calls to promote the program, hand out pertinent information, and answer questions.
  • Train staff and volunteers on the use of equipment and interpretation of parking enforcement laws.
  • Train JSO and CSO officers at the Police Academy on the use of handicapped parking placards as needed.
  • Coordinate with other governmental agencies regarding parking enforcement activities and attend outreach services, community events to educate the public and community partners.
  • Check operating and safety condition of vehicle, ensuring needed servicing is done.
  • Stay current on laws relating to ADA law enforcement tools and techniques.
Requirements:
  • Five years of education and/or experience in public safety or parking enforcement.
  • Valid driver's license required prior to appointment and must be maintained.
  • Must qualify for, obtain, and maintain during employment in this classification a City of Jacksonville Certification as a Public Driver.
  • Must obtain a Florida Department of Law Enforcement Instructor Certification and a Florida Parking Enforcement Certification within six months of hire and must be maintained through the duration of employment in this position.
