Job Summary

Responsibilities
  • Coordinate with internal/external organizations, managers, planners, and resource specialists to identify, analyze, and evaluate mitigation needs, sites, and measures on a broad or local scale and prioritize mitigation objectives for planning areas.
  • Participate on interagency and/or interdisciplinary teams and committees to discuss mitigation initiatives, activities, policies, and procedures at the National and State Level.
  • Research, identify, negotiate partnerships, cooperative agreements/memoranda of understandings with agencies, tribes, partners, special interest groups, landowners, land users, industry operators, etc. to facilitate mitigation management strategies.
  • Provide oversight on various projects and plans to ensure required mitigation measures are implemented, monitored, adaptively managed, and durable.
  • Consolidate and develop annual mitigation reports and track mitigation actions in the State in coordination with the National Operations Center (NOC).
  • Develop, review, recommend, and implement changes to mitigation program policies, standards, methods, controls, and procedures.
  • Serve as principal coordinator and technical advisor for mitigation with broad impacts over a wide geographic area (e.g. state or region).
  • Provide technical advice to state leadership on mitigation strategies, planning, and implementation.
  • Serve as an authoritative source of information to managers, planners, and specialists at lower organizational levels on topics such as mitigation hierarchy, land use planning documents, land use authorizations, feasibility studies, etc.
  • Develop content for major environmental and project planning documents such as Resource Management Plans and Environmental Assessments, and review, analyze, and/or edit content that address mitigation topics.
  • Support National Environmental Policy Act (NEPA) planning teams in developing mitigation packages for projects and land use plans.
  • Research and reply to Congressional inquiries and other requests for information related to mitigation and related land use issues in the State.

  • This position has a positive education requirement. You must meet the following series requirements: 0401 Series: A) Have a bachelor's degree in biological sciences, agriculture, natural resource management, or chemistry OR B) Have a combination of education and experience equivalent to a major in biological science (at least 30 semester hours) courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or a related discipline.
  • In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level. Specialized experience is further defined as: experience participating in a program involving implementation of landscape-scale and/or compensatory mitigation strategies and tools.
  • Develop, review, recommend, and implement changes to mitigation program policies, standards, methods, controls, and procedures; participate on interagency and/or interdisciplinary teams and committees to discuss mitigation initiatives, activities, policies, and procedures; provide field offices advice and guidance on mitigation strategies, planning, and implementation.
