Planning Supervisor

The Southern California Association of Governments (SCAG) is seeking a highly skilled Planning Supervisor to lead innovative programs within the Partnerships, Technology, and Innovation Department in the Regional Pilots units. This limited-term position will oversee three key work programs: 1) administering funding for the County Transportation Commission (CTC) Partnership Program, comprised of 33 projects led by partner agencies, 2) leading the Regional Pilot Initiatives (RPI) Program, a SCAG-led program to implement scalable pilot projects in the region, and 3) administering the Active Transportation and Safety Program (AT&S), overseeing quick build active transportation projects in partnership with local jurisdictions.
This role is funded by REAP 2.0 and the Carbon Reduction Program (CRP). As the Planning Supervisor, you'll drive the execution of groundbreaking transportation pilots, while supervising and mentoring staff to achieve top-tier results. Your focus will include grant administration, partnership facilitation, and project oversight, ensuring that SCAG continues to lead in regional innovation.
This is a limited-term position with an estimated term length of 4 years. Term length may be adjusted based on available funding.
The Partnerships, Technology & Innovation Department is dedicated to researching, developing and implementing transformative technology and transportation programs that implement Connect SoCal. The Department's core focus is on local partnerships to deploy innovative pilot projects and programs. The Department comprises of two business units, Regional Pilots and Technology and Innovation. The Regional Pilot business unit consists of six staff members and works with SCAG's multi-modal transportation and land use planning departments to design and implement innovative pilot projects that allow for more transportation options in the region and reduce the region's reliance on cars.
The team develops projects to demonstrate innovative, next generation technologies and models of regional significance, specifically those with the potential to change transportation and housing paradigms toward building more sustainable communities.
Key Responsibilities
Support the department manager in meeting the strategic direction for the development and implementation of the transportation pilots and programs.
Facilitate execution of major partnerships and programs.
Advance Connect SoCal through timely advancement of plans, programs, and pilot projects.
Coordinate with SCAG's transportation planning departments and across the planning division and agency to ensure the timely execution of plans, projects, and programs.
Coordinate with CTC partners and other stakeholders to ensure timely execution of plans, projects, and programs.
Represent SCAG in external meetings (committees, standing meetings, workshops.) related to matters and programs under the purview of the Partnerships, Innovation and Technology department.
Lead major partnerships and regional programs, including developing goals and objectives specific to the CTC Partnership Program, RPI Program, and AT&S program.
Supervise staff within the PTI Department, offering mentorship, conducting performance evaluations, supporting professional growth, and overseeing staff activities.
Requirements
This position requires a bachelor's degree in a relevant field and 7 years of experience in urban planning and design, project management, planning regulations, or related field. The ideal candidate will have knowledge of transportation, land use, and equity planning principles, and familiarity with transportation analysis tools, financing strategies and data sets used by major metropolitan planning organizations (MPOs), cities and counties to support transportation planning.
The candidate should also have experience and ability to develop and implement programs, knowledge of advanced project management principles and concepts, and experience implementing highly visible programs involving multiple stakeholder groups. Additionally, the candidate should have supervision experience and knowledge of principles of supervision, training, and performance evaluation.
The ability to establish, maintain, and foster positive and harmonious working relationships, team spirit, and collaboration with those contacted in the course of work is also essential. The candidate should be able to be politically astute and have experience in working with local elected officials and knowledge of regional challenges and opportunities related to transportation.
Effective verbal and written communication skills, including excellent presentation and public speaking skills, are required. The candidate should also have knowledge of the Southern California region and local challenges, including knowledge of regional challenges and opportunities related to transportation, and familiarity with stakeholder agencies and organizations.
Excellent management skills as applied to the analysis and evaluation of programs, policies, and operational needs of the agency are also required. Knowledge of pertinent federal, state, and local laws, codes, and regulations is necessary.
The candidate should also have knowledge of innovative transportation trends and related program development efforts across the nation, with experience in building regional partnerships, including public-private partnerships for implementation. Experience leading innovative programs and strategic deployments, with the ability to quickly assess risks and opportunities, is also required.
