POSITION OVERVIEW:

Penn State University is looking for a knowledgeable Procurement Specialist to become part of our Business Services Office at the Applied Research Laboratory (ARL). The ARL is dedicated to innovating solutions for complex scientific, engineering, and technological challenges, supporting the Navy, the Department of Defense (DoD), and the Intelligence Community (IC).

Key Responsibilities:
  • Manage purchase orders for a range of requisitions, typically involving moderately complex to complex procurements, including high-value orders and service agreements, while ensuring compliance with University policies and government procurement regulations.
  • Engage in negotiations with suppliers; establish and review vendor agreements/contracts; assess risk factors and prepare necessary internal documentation; ensure all purchase orders are thoroughly documented for future audits.
  • Evaluate vendor performance and compliance with contractual obligations.
  • Investigate potential new products and suppliers; act as a liaison between University departments and external organizations; mentor junior purchasing staff and provide training as needed.
  • Develop and issue Requests for Quotations (RFQs) or Requests for Proposals (RFPs); manage vendor responses and summarize quotes for internal stakeholders.
  • Ensure customer satisfaction by providing information on purchasing processes and resolving issues efficiently.
  • Utilize electronic systems for business transactions, vendor information management, and report generation.
  • Participate in audits as requested; review and manage purchasing-related agreements and contracts.
  • Collaborate in a team environment while maintaining individual accountability for assigned tasks.
Typical qualifications include a Bachelor's Degree or higher, along with 4 years of relevant experience, or an equivalent combination of education and experience.

Essential Skills and Experience:
  • Proven experience in reviewing and negotiating contract terms and conditions.
  • Ability to obtain a government security clearance.
  • A minimum of 4 years of procurement experience in a government or government contractor setting.
  • Knowledge of FAR/DFARS regulations related to government procurement.
  • Experience in creating and evaluating RFQs and RFPs.
  • Familiarity with procurement audits.
  • Strong customer service skills.
  • Proficiency in MS Word, MS Excel, Adobe, and Outlook.
Preferred Skills and Experience:
  • Experience with SAP financial systems.
  • Skills in process improvement.
