Our esteemed client in the Oil & Gas sector is looking for a Senior Environmental Compliance Specialist to join their team in Spring, TX for an initial contract period.

Key Responsibilities

The Environmental Compliance Specialist serves as the primary liaison for all environmental and regulatory issues, overseeing the management and execution of environmental and regulatory initiatives, including engineering, procurement, construction, and commissioning phases.

  • Collaborate with environmental, socioeconomic, and health consultants alongside the Project Team to supervise the development of the project's Emergency Support Group (ESHIA) and Environmental Management Plan (EMP).
  • Formulate, coordinate, and implement the project's Regulatory Compliance Strategy and Environmental Management Framework, including initial drafts of these documents.
  • Support the project's Safety, Health, and Environmental (SHE) Manager in facilitating project-related Environmental & Regulatory (E&R) tasks, ensuring the integration of best practices and lessons learned.
  • Secure necessary project permits, licenses, and approvals promptly; monitor and manage the project's compliance status.
  • Engage with project design and execution teams to ensure that environmental, socioeconomic, and health standards are effectively incorporated into project designs and execution plans.
  • Provide input for Environmental and Regulatory considerations in Engineering, Procurement, and Construction (EPC) Contractor Invitation to Tender (ITT) packages.
  • Assist the SHE Manager with cost and schedule estimates related to regulatory compliance and the development of ESHIA, EMP, Health Plan, and other E&R deliverables.
  • Recommend and oversee the implementation of effective measures to avoid or mitigate environmental, socioeconomic, and health impacts.
  • Collaborate with EPC contractors to ensure the formulation of suitable E&R plans applicable to their scope of work.
  • Review E&R plans from EPC contractors for thoroughness and compliance with project requirements.
  • Guide the Project Team and EPC contractors on regulatory compliance and E&R performance as dictated by local regulations and project commitments.
  • Establish and monitor effective procedures for EMP implementation and E&R performance tracking.
  • Coordinate with Site Construction Managers and Supervisors on EMP implementation and E&R performance monitoring activities.
  • Conduct regular inspections of EPC Contractors' work sites concerning environmental, socioeconomic, and health matters.
  • Document and report any compliance initiatives and non-compliance issues related to environmental, socioeconomic, and health matters.
  • Ensure timely completion and submission of EMP implementation and E&R performance monitoring documentation.
  • Prepare internal and external E&R compliance reports as required by governmental or lender obligations.
  • Coordinate the activities of environmental and socioeconomic technical experts engaged for specific E&R tasks.
  • Assist the Project Team with special tasks, studies, and reports on E&R topics and compliance requirements.
  • Facilitate communication between field locations and the Project SHE Manager regarding environmental, socioeconomic, and health matters.
  • Organize and participate in training sessions related to E&R performance and EMP implementation.

Qualifications

  • Demonstrated experience in a similar role.
  • A University degree in Natural or Environmental Sciences, Natural Resource Management, Social Sciences, Engineering, or a related technical field.
  • Experience in environmental, socioeconomic, or health fields, preferably in construction or extractive industry projects.
  • Familiarity with external project financing is advantageous.
  • Knowledge of local regulations is a plus.
  • Excellent proficiency in English, both spoken and written.
  • Familiarity with local languages is beneficial.
  • Strong interpersonal skills, organizational abilities, and a proven capacity to work collaboratively in a team environment.
