Job Summary

This is a highly responsible management, community development, and administrative role in the City of Tampa's Community Redevelopment Agency (CRA). The successful candidate will oversee the City's eight Community Redevelopment Areas (CRAs), focusing on redevelopment and economic development activities such as fiscal operations, policy development, capital project administration, CRA program management, redevelopment plan implementation, and property acquisition.

Key Responsibilities
  • Develop, recommend, and implement programs, policies, and strategies to carry out CRA goals and objectives.
  • Attend public meetings of the eight respective CRA Community Advisory Committees and meetings of stakeholder groups within the CRA.
  • Participate in CRA discussions and pre-construction meetings to exchange information, make recommendations, conduct field investigations, and establish monitoring systems for reporting on construction and program progress.
  • Analyze and research files and other records for needed information, provide information to the public regarding the department's programs, and act as a team leader on a project basis to facilitate project completion.
  • Educate the public on established programs of the department, attend meetings to plan development proposals, maintain databases and reporting systems to monitor and evaluate redevelopment and grant agreements, redevelopment progress, budgets, and fund balances for each CRA District, and construction project progress and budgets.
  • Administer TIF budgets to assure timely expenditures of funds, administer development agreements to assure compliance with agreement requirements, and respond to land development inquiries and opportunities.
  • Work with the City's Community Redevelopment Area leadership, staff, Board members, and community representatives to effectively align development initiatives and resources, and participate with other Departments on topics such as public realm improvements, streetscapes, mobility solutions and facilities, and development related to parks, arts, and recreation.
Requirements
  • Graduation from an accredited college or university with a master's degree in public administration, business administration, urban planning, real estate development, or a related field.
  • Ten (10) years of experience in a lead role on private and/or public development projects and initiatives in an urban core setting with demonstrated success in community building and in working with diverse stakeholders.
  • Five (5) years of municipal administrative and managerial experience.
  • Possession of a valid driver's license and Florida Redevelopment Association Redevelopment Professional (FRA-RP) or Florida Redevelopment Association Administrator (FRA-RA) certification or ability to obtain within one (1) year of appointment.
