Role Summary

The Vice President of Software Engineering and Technology (VP-SET) will provide high-level technical leadership, management, and strategic direction for NOIRLab's initiatives in software development, scientific computing, information technology (IT), and scientific data management systems. As a key member of the NOIRLab Leadership Team (LT), the VP-SET will lead a newly established Data Management and Software (DMS) division, which will serve as a primary component of NOIRLab, tasked with delivering cohesive solutions to the software and data management requirements of NOIRLab's programs, services, and cross-cutting initiatives.

Key Objectives for DMS:

  • Create a unified organizational framework for the development, deployment, maintenance, and enhancement of software engineering and data management capabilities at NOIRLab, leveraging the Lab's overall scale to establish a global center of excellence.
  • Provide high-quality software and data management solutions to NOIRLab's scientific programs and matrix services, utilizing investments and experiences from individual programs for the collective benefit.
  • Advance towards a more integrated, standardized, and scientifically empowering suite of data management services and platforms for the global astronomy community.
  • Deliver cohesive technical leadership, strategy, and technology selection to ensure standardization and interoperability of software systems across NOIRLab.
  • Coordinate NOIRLab's research and development activities related to emerging software, computing, and data management technologies.
  • Support the recruitment, retention, and professional growth of software engineering personnel across NOIRLab.
  • Establish a framework for collaboration with peer centers and institutions on data management and software topics.
  • Ensure that NOIRLab's core IT systems and processes are modern, well-coordinated, and aligned with the Lab's scientific, technical, business, and cybersecurity needs.

Essential Responsibilities:

As the leader of DMS, the VP-SET will:

  • Collaborate with the NOIRLab LT to ensure that DMS's design and implementation align with the scientific and programmatic objectives of NSF, NOIRLab, and its constituent programs.
  • Develop an organizational structure for effective management of software engineering personnel, either directly or through technical team leaders.
  • Formulate a strategy for the potential reorganization of NOIRLab IT to support modern scientific software and data management systems while maintaining essential business IT support.
  • Work with financial and administrative staff to design and implement a cost model for DMS.
  • Oversee the transition of software engineering personnel from existing teams to DMS, ensuring continuity and identifying opportunities for evolution.
  • Facilitate the integration of Rubin Data Management staff into the NOIRLab DMS organization, maximizing the benefits of their software culture.

Leadership Role:

Once DMS is operational, the VP-SET will:

  • Act as the principal technical leader and manager of software engineering, data management, and scientific computing staff across NOIRLab.
  • Maintain a comprehensive understanding of the software, data management, and scientific computing needs across the NOIRLab portfolio.
  • Collaborate with program and service directors to ensure that software and data management development needs are met.
  • Implement a system for prioritization, project definition, budgeting, tracking, and reporting of NOIRLab's software and data management activities.
  • Establish best practices for software development and operations within NOIRLab.
  • Plan and manage the evolution of NOIRLab's software teams and DMS structure to meet the changing needs of the organization.
  • Lead the recruitment and professional development of data management and software engineering staff strategically.
  • Formulate Lab-wide strategies for software development and technology selection, considering programmatic needs and scientific strategy.
  • Promote a culture of respect, inclusion, diversity, and continuous improvement within DMS.
  • Serve as the primary contact for all technical matters related to NOIRLab software and data management.

Qualifications:

  • Bachelor's degree in computer science or a related field.
  • Over 10 years of progressively responsible experience in leading software projects and teams, including personnel management and professional development.
  • Extensive knowledge of software engineering, computing, and data management practices.
  • Strong communication skills in English, both written and verbal, to effectively convey ideas to diverse audiences.
  • Ability to foster respect and diversity within teams.
  • Experience in developing and managing business and operational plans, including budget responsibilities.

Preferred Qualifications:

  • Passion for the scientific mission of NOIRLab as a Federally Funded Research and Development Center.
  • Experience in leading organizational change initiatives.
  • Bilingual in English and Spanish, or a willingness to learn.
