Job Title: Assistant Chief Information Officer

This position is a key role in the Agricultural Research Service, responsible for leading and directing the information technology function and operations within the Research, Education and Economics (REE) mission areas.

Responsibilities:
  • Lead and direct the information technology function and operations within the REE mission areas.
  • Coordinate all information technology resources in the Mission Area and work closely with USDA and program leadership to leverage information technology resources.
  • Serve as the Assistant Chief Information Officer (ACIO) within the REE mission area and perform various assignments under the direction of the ARS Assistant Administrator.
  • Maintain relationships with USDA Chief Information Officers, Office of Budget and Planning, Chief Financial Officer, and other mission area Assistant Chief Operating Officers.
  • Formulate long-range plans and objectives for Mission Area information resources management and evaluate the effectiveness of the Mission Area's efforts in meeting mission needs.
  • Direct, coordinate, oversee, and manage the planning, development, implementation, validation, operation, and maintenance of all automated information technology services and activities within the Mission Area.
Requirements:
  • Must have progressively responsible executive leadership and supervisory experience indicative of senior executive level management capability.
  • Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector.
  • Must have knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions, including directing the work of an organizational unit, ensuring the success of one or more specific major programs or projects, monitoring progress toward strategic organizational goals, evaluating organizational performance, and taking action to improve performance.

Mandatory Technical Qualifications (TQs):
  • Describe your demonstrated knowledge and experience in strategic vision setting, strategic communication, effective decision making, budget, and successful program execution.
  • Describe your demonstrated knowledge and experience in data governance and application design principles, concepts, standards, and practices of large-scale IT operating environments.
  • Describe your demonstrated management experience related to collaboratively working with different levels of an organization, including influential senior leaders outside of your organization and internal organizational senior leaders.
Education:

A degree in Computer Science, Engineering, Information Science, Information Systems Management, Mathematics, Operations Research, Statistics, or Technology Management, or education demonstrating the competencies/knowledge, skills, and abilities necessary to do the work.
