Main Purpose of Job
This role provides essential oversight to ensure that the specific responsibilities, needs, and performance of Case Manager roles are effectively monitored. The position guarantees the execution of the treatment approach and therapeutic interventions established by the Youth Center. This is a senior-level position that delivers direct counseling services to the youth entrusted to our care.
Employees in this role demonstrate a high level of initiative in delivering specialized services and are tasked with managing the most intricate and challenging cases. This position allows for significant discretion and judgment in applying available guidelines, playing a crucial role in our mission to reintegrate youth into their communities as responsible and productive citizens.
POSITION DUTIES
- Oversees treatment approaches and leads the center's interdisciplinary planning and progress review team.
- Evaluates reports and logs submitted by case managers.
- Assesses the appropriateness and suitability of placements for youth under our care.
- Participates in on-call duties on a rotating schedule.
Education: A Bachelor's degree from an accredited institution.
Experience: A minimum of three years of experience in providing case management services to youth who are emotionally or socially challenged, delinquent, victimized, or exceptional in either community or residential environments.
Notes:
1. Candidates may substitute an Associate of Arts degree in social or behavioral sciences or criminal justice, along with two years of experience in direct services to children, for the required education.
2. A Master's degree in social or behavioral sciences or criminal justice may substitute for one year of the required experience.
3. U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or specialty codes may be substituted on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
Applicants must meet both minimum and selective qualifications to be considered. Provide clear and specific information regarding your qualifications.
Candidates must hold current Maryland Correctional Training Commission (MCTC) certification.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to candidates who possess the following qualifications:
- A Bachelor's degree in a Social or Behavioral Science field (e.g., Criminal Justice, Sociology, Human Relations, Psychology, Child and Adolescent Studies, or Social Work).
- At least one year of supervisory experience in providing direct services to children in a community or residential setting.
- At least one year of experience supervising lower-level Case Management Specialists in a community or residential setting.
This recruitment is limited to State of Maryland employees only.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification must achieve full certification by the Maryland Correctional Training Commission within 90 days of appointment and maintain certification throughout employment.
2. Employees may be required to operate a motor vehicle and must possess a valid motor vehicle operator's license in the State of Maryland.
3. Employees at DJS Youth Centers may need to complete a Board-approved medication technician training program and hold a valid Maryland Board of Nursing (MBON) certification as a Medication Technician.
SPECIAL REQUIREMENTS
1. In accordance with the Correctional Services Article, Section 8-209 of the Annotated Code of Maryland, the Maryland Correctional Training Commission establishes minimum qualifications for probationary or permanent appointments in mandated positions. These requirements include:
- U.S. Citizenship or Resident Alien status
- Minimum age of 21
- Comprehensive background check, including fingerprinting and drug testing
- Oral interview
- Physical and psychological evaluations.
2. Employees in this classification are subject to substance abuse testing in accordance with the Code of Maryland Regulations regarding drug testing.
