Job Overview

POSITION SUMMARY

This role is a skilled, full-time, non-exempt position under the direct supervision of the Sewer Collection Superintendent. The individual will be responsible for the identification, installation, upkeep, calibration, collection, and analysis of data from sanitary sewer flow monitors, rain gauges, pressure recorders, and other associated equipment. The position entails creating comprehensive charts and graphs to effectively present current conditions and necessary corrective actions within the City's sewer collection system. Additionally, the role involves inspecting and coordinating inflow and infiltration tasks conducted by contractors and consultants, while supervising a dedicated team of personnel.

WORK ENVIRONMENT AND EQUIPMENT

The position requires mobility to operate in a standard office environment and utilize standard office equipment, including computers. Fieldwork necessitates traversing uneven terrain, operating a motor vehicle, and utilizing various tools and equipment while visiting multiple City locations. The role demands visual acuity for inspecting facilities and reading printed materials and computer screens, along with auditory and verbal communication skills for interactions in person, in groups, and over the phone. Frequent walking is required for conducting inspections, and manual dexterity is essential for data entry and equipment operation. Employees must be capable of lifting, carrying, pushing, and pulling materials and objects weighing up to 75 pounds, or heavier weights with appropriate equipment. The job entails exposure to loud noise levels, extreme temperatures, road hazards, mechanical and electrical risks, as well as hazardous substances and fumes.

KEY RESPONSIBILITIES

  • Monitors the City's sanitary sewer flows to mitigate inflow and infiltration, thereby reducing the volume of wastewater requiring treatment.
  • Identifies data collection requirements and the placement of flow monitoring equipment and rain gauges.
  • Coordinates with property owners regarding the installation of rain gauges.
  • Collects, interprets, and maintains data from flow monitors, rain gauges, and pressure recorders.
  • Repairs, calibrates, and maintains electronic flow monitors and related apparatus.
  • Develops flow charts and graphs to present inflow and infiltration abatement and improvement needs for the sanitary sewer system.
  • Collaborates with contractors, consultants, and field crews in assessing the City's sewer infrastructure.
  • Regularly inspects aerial sanitary sewer crossings, particularly after rainfall events.
  • Evaluates the work of contractors and consultants concerning inflow and infiltration studies.
  • Addresses inquiries from the public and City staff.
  • Participates in various meetings, workshops, and training sessions as required.
  • Conducts dye tests and collaborates with property owners to rectify illegal connections to the City's sanitary sewer system.
  • Works with field crews to implement corrective measures necessary for maintaining a tight sanitary sewer system.
  • Supervises and directs a team in tasks related to inflow and infiltration.
  • Performs duties while utilizing personal protective equipment, including safety shoes, gloves, goggles, and respirators.
  • Establishes and maintains effective working relationships with supervisors, colleagues, and the public.

ADDITIONAL TASKS

Handles routine equipment repairs as needed.

Assists with other sewer collection and public works activities as required.

Performs other assigned duties.

KNOWLEDGE AND SKILLS REQUIRED

Understanding of machinery maintenance and repair, as well as related mechanical equipment;

Familiarity with sewer infrastructure, including mains, service laterals, manholes, clean-outs, and related components.

Knowledge of policies and practices concerning employee management and supervision.

Ability to read meters, gauges, and charts while maintaining routine records;

Proficiency in using computers and relevant software such as Arcmap (GIS), Excel, Word, and Outlook.

Capability to diagnose equipment issues and determine appropriate remedial actions;

Ability to comprehend and follow oral and written instructions;

Capacity to establish and maintain effective working relationships with colleagues;

Ability to read, interpret, and explain water meters, sewer studies, and data recorded by flow monitors and rain gauges.

Skill in operating and maintaining flow monitors, pressure recorders, and related equipment.

QUALIFICATIONS

A High School Diploma or equivalent is required.

A valid TNDL is required.

At least 2 years of supervisory experience is required.

Sewer Collection licensure is required.
