Job Summary

The Director of Human Resources is a key member of the Klamath Community College leadership team, responsible for overseeing the day-to-day operations of the Human Resources Department. This includes directing the administration, planning, development, and implementation of Human Resources functions and activities.

Key Responsibilities
  • Directs Human Resources policies and procedures pertaining to hiring, workplace safety, and employee leaves and compensation.
  • Supervises the Human Resources Manager and aligns Human Resources strategies with the college's mission.
  • Serves as a link between management and employees, handling a variety of questions, interpreting and administering policies, and helping to resolve work-related problems.
  • Oversees the selection and hiring process, verifies timeliness, laws, recommendations for hire, and finalization of job offers.
  • Collaborates with Presidents Direct Reports to recommend salary, wage, and grade placements for all hires.
  • Directs all activities related to Paid Leave Oregon/Family Medical Leave Act/Oregon Family Leave Act and other applicable leaves.
  • Directs performance-management activities, including new-hire evaluation completions and coaching managers on written comments.
  • Supervises work with Academic Affairs to prepare and distribute credit and non-credit adjunct employment contracts ensuring accuracy of contract amounts, timely distribution, and alignment with collective bargaining agreement.
  • Conducts investigations and makes recommendations on work performance improvement plans and disciplinary action regarding employee issues.
  • Oversees worker's compensation claims by assisting employees with filing claims and return to work strategies.
  • Prepares yearly reports; manages cooperative work experience reporting and assists with yearly audits.
  • Collaborates closely with Administrative Services in verifying compensation and assigning budget accounts.
  • Responsible for the preparation of a variety of written correspondence including letters of appointment, notifications to payroll of status changes, monthly Board of Education reports, and numerous complex reports for internal and external regulatory use.
  • Thorough understanding of labor regulations, employment laws, and compliance requirements.
  • Acts as mediator between management and staff in conflict or dispute. Assists in the resolution of personnel issues and actively participates in discipline and discharge situations, ensuring proper documentation and consistency of treatment.
  • Works closely with the Title IX Coordinator.
  • Responsible for the development and management of the Employee Handbook.
Supervises the Management of Various Employee Benefits
  • Oversees the delivery of timely, cost-effective, and valued benefit programs in compliance with applicable laws and plan designs.
  • Verifies that benefits are administered in a manner consistent with institution policy, the current collective bargaining agreement, and legal compliance including, but not limited to Employee Retirement Income Security Act.
  • Responds to elevated employee benefit complaints.
  • Responsible for the storage of employee records of insurance coverage, pension plan, and personnel actions including hires, promotions, transfers, evaluations, and separations within the guidelines of the law, with updates and real-time availability.
Administers HR Information Services Systems
  • Manages and uses effective analysis of HR technical information systems in decision-making, to evaluate and recommend changes to the effectiveness of HR processes, assessing areas to improve.
  • Oversees the Jenzabar Human Resources Module.
  • Develops and oversees comprehensive training programs, procedures, and practices for employees, including training methods, learning management systems, and development programs.
  • Collaborates with Institutional Research to update Jenzabar adjunct pay fields, assist with IPEDS reporting, and use of data management resources to enhance Human Resources.
  • Supervises NEOGOV (or other systems) as a means for posting job openings, tracking, and reviewing applicants.
  • Supervises the distance education new employee enrollment process ensuring compliance with state and federal laws.
  • Collect data and complete annual immunization reports for the Oregon Health Authority.
  • Develop and maintain College systems for tracking employee licenses and certifications and communicating upcoming expirations of the same.
Participates in Recommending the Hiring of New Employees
  • Responsible for the coordination and implementation of an inclusive onboarding process for employees that is rewarding and successful.
  • Leads the design, implementation, and maintenance of a comprehensive employee evaluation program and the tracking of employee performance, having an active role in increasing productivity toward college objectives.
  • Conducts performance appraisals for direct reports and provides input for appraisals of other department staff.
  • Leads the engagement of office staff; providing frequent performance feedback, opportunities to develop and grow, encouraging input, empowering decision-making, displaying concern for the employees' well-being, and equipping the employees to succeed in their roles.
  • Plans and implements staff development and actively participates in pre-service development and activities.
  • Supervises all employee-related initiatives; onboarding, managing performance, promotion, and exit interviews.
  • Plans and coordinates the recruitment and selection of all College employees; develops recruitment guidelines and processes to ensure equal opportunity, diversity, and quality in the appointment, promotion, transfer, reassignment, and retention of employees.
  • Supervises department operations, ensuring department deliverables and quality standards are met.
  • Responsible for the development, use, and tracking of the HR budget.
