Job Summary

This position is responsible for developing, maintaining, and enforcing all contracting policy and regulations within the Department of Health and Human Services. The successful candidate will have a strong background in contract management, acquisition strategy, and procurement.

Key Responsibilities
  • Develop and implement acquisition strategies for various types of contracts, including service, construction, and information technology purchases.
  • Manage and oversee the negotiation, award, and modification of contracts, including certified claims or protests related to high-dollar source selection and contract administration.
  • Analyze market research to determine set-aside status and available marketplace.
  • Provide guidance and instruction to personnel on contracting policy and regulations.
  • Oversee the management of the Government Purchase Card Program.
  • Supervise a staff of professional, technical, and administrative employees engaged in various aspects of planning, solicitation, negotiation, award, and administration of complex health-related contracts.
Requirements
  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions.
  • At least 1 year of specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Preferred Qualifications
  • Federal Acquisition Certification in Contracting (FAC-C) (Professional).
  • Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
