Policy Advisor to City Councilmember

Position Overview
The Policy Advisor at the City of Philadelphia's Office of Councilmember Nicolas O'Rourke is instrumental in advancing the Councilmember's legislative and policy initiatives.
This position entails assisting in the formulation and promotion of legislation and policy changes, monitoring and evaluating ongoing legislative matters, and representing the Councilmember in various forums.
The Policy Advisor will work closely with internal team members, other Council staff, and community organizations.
Key Responsibilities
LEGISLATIVE FUNCTIONS
1. Monitor and track legislative developments and co-sponsorship requests from other Council offices, along with pertinent state and federal legislation to keep the Councilmember and Chief of Staff updated.
2. Attend City Council sessions and hearings, providing preparation materials such as summaries of legislation, managing hearing agendas, collecting and distributing testimony, and documenting notes.
3. Assist in the research and development of potential legislation, collaborating with the Legislation & Policy Director and Law Department to analyze and draft bills and resolutions.
4. Conduct policy research and produce reports and policy briefs to guide decision-making and inform the public.
LEGISLATIVE ENGAGEMENT & OUTREACH
1. Liaise with legislative staff from other Council offices regarding the Councilmember's legislation and sponsorship opportunities.
2. Organize and lead meetings with relevant stakeholders, including preparing materials, taking notes, and sending follow-up communications.
3. Foster relationships with stakeholders, both within and outside government, to identify key policy issues.
4. Provide support in preparing for meetings with key officials by developing messaging, memos, or other necessary materials.
GENERAL OFFICE FUNCTIONS
1. Accompany the Councilmember to community events and public appearances.
2. Assist in managing telephone inquiries and welcoming constituents.
3. Handle constituent cases as required or assigned.
4. Collaborate with office staff to support events and projects.
5. Assist with the coordination of volunteer and intern programs as needed.
6. Represent the Councilmember at occasional evening and weekend events as assigned.
7. Help maintain a welcoming and organized office environment for the public.
Qualifications
1. A strong commitment to justice and alignment with the Councilmember's agenda.
2. A keen interest in utilizing law and policy to enhance the lives of working-class individuals.
3. Exceptional writing and communication skills.
4. A foundational understanding of key policy issues at local, state, and national levels. Knowledge of climate/environmental justice, public safety/criminal justice, housing, and poverty solutions is advantageous.
5. A background in law or public policy is preferred.
