Overview

This role serves as a representative for designated agencies on intricate Employee and Labor Relations issues, overseeing a diverse caseload and providing informed recommendations. The incumbent will act as the primary expert and point of contact, offering guidance to employees, supervisors, and management regarding appropriate actions on reported misconduct, disciplinary actions, grievances, employee concerns, and other significant matters. Furthermore, the position entails ensuring that internal practices and procedures are up-to-date, recommending compliance measures and enhancements, including the development of new or revised policies, and ensuring adherence to agency collective bargaining agreements while engaging in contract negotiations and addressing union inquiries.

Key Responsibilities

The professional human resource duties are characterized by the application of human resource theories, principles, and models to facilitate the administration of human resource functions. This includes utilizing knowledge, discretion, consultation, and independent judgment to interpret human resource laws, regulations, standards, policies, and procedures to tackle various human resource activities, challenges, and assignments. Responsibilities often involve reviewing, evaluating, consulting, and recommending specific actions through collaboration with employees, supervisors, management, and others, while ensuring compliance with human resource laws and standards.

  • Provides expert guidance, direction, and recommendations to employees and management based on findings, regulations, policies, and precedents that affect the human resources domain.
  • Depending on the size and operations of the assigned agency, the incumbent may specialize in one or more human resource functions or operate as a generalist across all human resource functions.
  • Applies, clarifies, and ensures adherence to state and federal human resource laws, regulations, standards, and policies.
  • Analyzes inquiries, needs, and challenges; assesses organizational impacts; evaluates alternatives and makes informed recommendations.
  • Communicates and supports human resource-related actions and recommendations effectively.
  • Reports workplace risk management issues to leadership, including safety and health concerns.
  • Conducts research, collects, analyzes, and evaluates data from various sources, documenting findings in both narrative and statistical reports.
  • Utilizes automated human resources information systems or other computerized platforms to research and report on data; may conduct quality reviews of data within systems.
  • Engages in special assignments and studies as required.
  • Participates in interviews, meetings, conference calls, and presentations as necessary.
  • May calculate, resolve discrepancies, and report on data related to agency payroll.

Qualifications

Minimum Qualifications for Employee Relations Specialist

Candidates must possess education, training, and/or experience demonstrating proficiency in the following areas: Candidates must meet at least one of the following: 1. A Bachelor's degree or higher. OR Four years of professional human resource experience. OR Three years of professional human resource experience combined with a Statewide Human Resource Certification or other professional human resource certification. Additionally, candidates must fulfill all of the job requirements listed below: 2. Three years of experience in performing professional human resource work supporting a human resource function. 3. One year of experience providing guidance, direction, and recommendations to employees, management, or others on labor or employee relations inquiries and challenges. 4. Two years of experience ensuring compliance with human resource laws, regulations, standards, and policies. 5. One year of experience interviewing employees, management, or others to gather facts, explore issues, and identify appropriate courses of action.
