Job Overview:

Under the guidance of the Regional Director for Administrative Services, the incumbent will oversee the comprehensive management of Financial Services within the region.

This role involves the collection, evaluation, and synthesis of budgetary and staffing data to provide informed advice to relevant personnel regarding financial matters. The individual will be responsible for formulating regional operational budgets and service plans, as well as executing budget allocations.

Continuous budget oversight is essential to ensure that resources remain within sanctioned limits and that the regional budget adheres to established financial protocols and staffing regulations.

The role includes the establishment and monitoring of fiscal year spending objectives and forecasts for the region, covering salary, travel, and overhead expenses associated with Administrative Services and the regional cost pool.

Maintaining financial systems and acting as a budget liaison to inform regional managers about budgetary conditions is also a key responsibility.

Management of regional financial operations, including accounts payable and receivable, and coordinating payment processes with vendors and central offices, is crucial.

The individual will oversee the pre-requisition process utilizing the financial management system and the online procurement platform. Monthly and ad-hoc budget and statistical reports will be prepared and disseminated. Monitoring and approving expenditures, addressing discrepancies, and executing budget modifications as needed are essential tasks. Supervision of regional financial personnel is also required.

Key Responsibilities:

Maintain regular attendance in accordance with agency policies and perform additional duties as assigned.

Ensure ongoing budget management to allocate financial resources efficiently in support of services.

Confirm that expenditures remain within authorized limits. Develop and implement monthly budget forecasts in line with established criteria. Initiate budget modifications when necessary. (25%)

Oversee the development and management of the regional cost pool, including the negotiation and monitoring of cost pool and service level agreements with other entities.

Track capital budgets against appropriation authority upon receipt of approval. Prepare and implement annual operating budgets, including staffing levels, salaries, and overhead in accordance with funding allocations. (20%)

Manage accounts payable and receivable to ensure timely and accurate processing of payments and receipts. Review and authorize purchase vouchers in compliance with agency accounting and payment policies. (20%)

Generate and present monthly and ad-hoc budget and statistical reports detailing FTE levels, salary, travel, overhead, and regional cost pool for actual expenses and projected trends.

Oversee the regional procurement process for supplies, goods, and services. Review and approve pre-requisition forms to ensure compliance with account numbers and departmental IDs, verify fund availability, and confirm that ordered items align with agency guidelines. Ensure that all requisitions submitted are processed appropriately.

Review and approve orders placed through the online procurement system to ensure fund availability and proper departmental charging.

Supervise and develop regional financial services personnel. (10%)

Act as a budget liaison, interpreting and clarifying financial and budget policies for regional staff. (5%)

Required Knowledge, Skills, and Abilities:
Proficiency in accounting, budgeting, and management principles and practices.

Familiarity with state accounting and budgeting procedures.

Experience with automated accounting systems such as HHSAS Financials, USAS, CAPPS, PEBLES, Data Warehouse, and Neubus.

Competence in standard agency computer software, including Microsoft Office Suite.

Ability to gather, analyze, and present statistical data and generate reports.

Skills in financial data analysis and budget forecasting.

Capacity to set and achieve goals and objectives.

Ability to monitor and report on performance metrics.

Skills in analyzing financial challenges and proposing viable solutions.

Ability to formulate and assess administrative and financial policies.
